Two departments: Optimize and adjust export control measures for dredger-related items.

On October 19, the Ministry of Commerce and the General Administration of Customs issued Announcement No. 51 of 2026, publishing the decision to optimize and adjust export control measures for dredger-related items. In accordance with relevant provisions, to safeguard national security and interests, and with the approval of the State Council, it has been decided to optimize and adjust export control measures for dredger-related items and to impose export controls on the following items: 8A901.f.1. Dredger mud pump-related items; 8A901.f.2. Dredger draghead; 8A901.f.3. Dredger cutter. The announcement will officially take effect on November 18, 2026. The "Dual-Use Items Export Control List of the People's Republic of China" will be updated accordingly. The original text is as follows: Announcement No. 51 of 2026 of the Ministry of Commerce and the General Administration of Customs: Publication of the Decision to Optimize and Adjust Export Control Measures for Dredger-Related Items In accordance with the relevant provisions of the "Export Control Law of the People's Republic of China," the "Foreign Trade Law of the People's Republic of China," the "Customs Law of the People's Republic of China," and the "Regulations of the People's Republic of China on Export Control of Dual-Use Items," and to safeguard national security and interests, with the approval of the State Council, it has been decided to optimize and adjust export control measures for dredger-related items and to impose export controls on the following items: I. 8A901.f.1. Dredger mud pump-related items (1) 8A901.f.1.a. Dredger mud pumps having the following two characteristics (reference customs commodity numbers: 8413709120, 8413709980): 1. Suction inlet inner diameter greater than or equal to 0.55 m; 2. Maximum pump speed less than or equal to 400 rpm (r/min). (2) 8A901.f.1.b. Key components specially designed for the items controlled under 8A901.f.1.a: 1. Dredger mud pump casings with an inner diameter greater than or equal to 1.3 m, including inner and outer pump casings (reference customs commodity number: 8413910010); 2. Dredger mud pump impellers with a diameter greater than or equal to 1.3 m (reference customs commodity number: 8413910010). Technical notes: "Suction inlet" refers to the inlet through which fluid or medium enters the mud pump during operation. "Pump casing inner diameter" refers to the diameter of the inner bore of the pump casing. "Impeller diameter" refers to the outer diameter of the impeller blade wall. II. 8A901.f.2. Dredger draghead For trailing suction hopper dredgers, dragheads with a suction pipe diameter greater than or equal to 0.55 m (reference customs commodity number: 8479109010). Technical note: "Suction pipe diameter" refers to the inner bore diameter of the draghead discharge outlet. III. 8A901.f.3. Dredger cutter For cutter suction dredgers, cutters with a cutter ring outer diameter greater than or equal to 2.1 m (reference customs commodity number: 8479109010). Technical note: "Cutter ring outer diameter" refers to the outer diameter of the cutter head base. Export operators exporting the above items shall apply to the competent commerce department of the State Council for a license in accordance with the relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulations of the People's Republic of China on Export Control of Dual-Use Items." Export operators shall be responsible for the authenticity of the declared commodities, strengthen the identification of export items, and, for items that are controlled items, must indicate "belongs to dual-use items" in the remarks column of the customs declaration form and list the dual-use item export control code; for items that are not controlled items but whose parameters, indicators, performance, etc. are close to those of controlled items, they must indicate "does not belong to dual-use items" in the remarks column of the customs declaration form and fill in the specific parameters and indicators. Where there is doubt as to the completeness, accuracy, and authenticity of the above-reported information, customs will raise queries in accordance with the law, and the export goods will not be released during the query period. This announcement shall officially take effect on November 18, 2026. The "Dual-Use Items Export Control List of the People's Republic of China" shall be updated accordingly.
