On October 13, Tsai Chieh-ming, Permanent Secretary for Innovation, Technology and Industry of Hong Kong, attended and addressed the luncheon of the "Rooted in Hong Kong Connecting the Future" Enterprise Going Global and Financial Empowerment Summit. Tsai Chieh-ming said that Hong Kong is actively leveraging its unique advantages of being backed by the motherland and connected to the world, serving as a "super connector" and "super value-adder" to help enterprises connect the mainland with global markets, interface with G-RESOURCES, and explore more development opportunities. Tsai Chieh-ming pointed out that this summit, leveraging the Hong Kong Electronics Fair (Autumn Edition), has set up a new themed exhibition area, the "Future Industry Pavilion," and introduced internationally authoritative signature events, demonstrating the cohesion of Hong Kong's electronics and information technology sectors, and fully showcasing Hong Kong's unique advantages as an international exhibition and advanced manufacturing resource linkage hub. Tsai Chieh-ming said that this year the national "15th Five-Year Plan" has made important arrangements, and the SAR government has also released its first "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (20262030)," proactively aligning with national development strategies. The First Five-Year Plan for Hong Kong proposes promoting deep integration of technology and industry, driving the development of emerging and future industries, and accelerating the building of an international innovation and technology center. Tsai Chieh-ming pointed out that advancing new industrialization is an important direction for Hong Kong's development of innovation and technology industries. The SAR government is actively building a new industrialization industrial system with Hong Kong characteristics, and by strengthening collaborative innovation among industry, academia, and research, promoting the transformation of research outcomes and industrial application, supporting the development of strategic emerging industries such as artificial intelligence, microelectronics, life and health technology, and advanced manufacturing. To continuously improve Hong Kong's innovation and technology ecosystem, Tsai Chieh-ming said the government, with "three major innovation and technology parks and five major research institutions" at its core, is promoting the coordinated development of research, talent, and industry, supporting enterprises' needs at different stages from technology research and development, verification and testing, to product commercialization. At the same time, the government is actively preparing to establish the first National Manufacturing Innovation Center in Hong Kong, led and operated by the Hong Kong Microelectronics Research Institute, to promote upstream and downstream cooperation in the microelectronics industry chain. In addition, the United Nations Industrial Development Organization will also establish its first Global Center of Excellence for Advanced Manufacturing in the Asia-Pacific region in Hong Kong, which will further enhance Hong Kong's influence in the international advanced manufacturing field and promote international technological exchange and industrial cooperation. Tsai Chieh-ming said that for enterprises intending to expand into overseas markets, Hong Kong can play an important role in connecting the mainland with the world. Through the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Hong Kong can combine its own internationalization advantages with the mainland's complete industrial chain, promote coordinated development across different stages such as research and development, manufacturing, and market expansion, and help enterprises integrate resources more effectively and seize domestic and international market opportunities. Tsai Chieh-ming emphasized that to assist enterprises in going global and industrial upgrading, the SAR government will continue to play the role of guide and service provider well, continuously optimize the new industrialization ecosystem, and provide solid policy and infrastructure support for technology enterprises hoping to "go global." He looks forward to maintaining close cooperation with all sectors of "government, industry, academia, research, and investment" to jointly promote the deep integration of innovation and technology with industry, injecting new momentum into Hong Kong's high-quality economic development.
