Joint Working Group on Commodities Trading in Hong Kong Holds First Meeting to Accelerate Development of International Commodities Trading Ecosystem

At the first meeting held today, the Working Group held in-depth discussions on the policy direction and objectives for developing commodities trading, and explored key areas such as market trends and Hong Kong's development potential.
On September 30, the Joint Working Group on Commodities Trading (the Working Group), chaired by Christopher Hui, Secretary for Financial Services and the Treasury of Hong Kong (FSTB), held its first meeting. The 2026 Policy Address proposed the establishment of the Working Group, with the FSTB, together with financial regulators, conducting a comprehensive review of market opportunities and cross-exchange cooperation opportunities. At today's first meeting, the Working Group held in-depth discussions on the policy direction and objectives for developing commodities trading, and explored key areas such as market trends and Hong Kong's development potential. The Working Group will continue to follow up on various priority focus projects with a view to formulating a clear and well-defined development roadmap to build an internationally competitive commodities trading ecosystem for Hong Kong. Christopher Hui said: "As the global commodities market landscape undergoes profound changes, we are consolidating Hong Kong's existing financial market advantages while also proactively opening up new growth points. Leveraging Hong Kong's unique advantages under 'One Country, Two Systems' of being 'backed by the motherland and connected to the world,' we are using gold as an entry point to press ahead at full speed with building an international commodities trading ecosystem, aligning with the National 15th Five-Year Plan. The Working Group will implement the strategic arrangements of the Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030), and build Hong Kong into an international commodities hub integrating trading, clearing, warehousing, pricing and financing, so as to better serve the overall development of the country." The membership of the Working Group is as follows: Chairman: Secretary for Financial Services and the Treasury of Hong Kong Members: Representatives of the Hong Kong Monetary Authority, representatives of the Securities and Futures Commission of Hong Kong, representatives of the Insurance Authority of Hong Kong, representatives of Hong Kong Exchanges and Clearing Limited Representatives of other relevant policy bureaux and departments, as well as institutions such as the Hong Kong Precious Metals Central Clearing System Limited, will attend meetings as needed.
