The Ministry of Commerce and four other departments adjusted the "Catalog of Precursor Chemicals for Export to Specific Countries (Regions)".

In order to further improve the management of the export of precursor chemicals, in accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Specific Countries (Regions), the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided to adjust the Catalog of Precursor Chemicals for Export to Specific Countries (Regions), adding two substances, including methyl 1-phenethyl-4-oxo-3-piperidinecarboxylate and ethyl 1-phenethyl-4-oxo-3-piperidinecarboxylate, to Part I of Annex 1. The adjusted Catalog of Precursor Chemicals for Export to Specific Countries (Regions) is hereby announced. From the date of issuance of this announcement, exports to the United States, Mexico, and Canada of the chemicals listed in Part I of Annex 1, and exports to Myanmar, Laos, and Afghanistan of the chemicals listed in Part II of Annex 1, shall be subject to license application in accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Specific Countries (Regions).
