From January to August, national general public budget revenue reached 15,663.3 billion yuan, up 5.7% year on year. Among this, national tax revenue was 12,910.4 billion yuan, up 6.6% year on year; non-tax revenue was 2,752.9 billion yuan, up 1.5% year on year. By central and local levels, central general public budget revenue was 7,011.8 billion yuan, up 9.1% year on year; local general public budget revenue at the same level was 8,651.5 billion yuan, up 3.1% year on year.

I. National General Public Budget Revenue and Expenditure Situation
(1) General public budget revenue situation.
From January to August, national general public budget revenue reached 15,663.3 billion yuan, up 5.7% year on year. Among this, national tax revenue was 12,910.4 billion yuan, up 6.6% year on year; non-tax revenue was 2,752.9 billion yuan, up 1.5% year on year. By central and local levels, central general public budget revenue was 7,011.8 billion yuan, up 9.1% year on year; local general public budget revenue at the same level was 8,651.5 billion yuan, up 3.1% year on year.
The main tax revenue items are as follows:
1. Domestic value-added tax was 5,017.9 billion yuan, up 5.9% year on year.
2. Domestic consumption tax was 1,111.1 billion yuan, down 3.6% year on year.
3. Corporate income tax was 3,378.6 billion yuan, up 7.3% year on year.
4. Individual income tax was 1,208 billion yuan, up 14.5% year on year.
5. Value-added tax and consumption tax on imported goods were 1,325.8 billion yuan, up 12.6% year on year. Tariffs were 154.2 billion yuan, up 1% year on year.
6. Value-added tax and consumption tax refunds on exported goods were 1,647.2 billion yuan, up 4.5% year on year.
7. Urban maintenance and construction tax was 360.4 billion yuan, up 3.9% year on year.
8. Vehicle purchase tax was 151.1 billion yuan, up 13.3% year on year.
9. Stamp duty was 385.8 billion yuan, up 35.6% year on year. Among this, securities transaction stamp duty was 216 billion yuan, up 82% year on year.
10. Resource tax was 218.3 billion yuan, up 12.4% year on year.
11. Deed tax was 258.5 billion yuan, down 14.2% year on year.
12. Property tax was 352.1 billion yuan, up 6.5% year on year.
13. Urban land use tax was 176.6 billion yuan, up 3.7% year on year.
14. Land value-added tax was 256.2 billion yuan, down 13.6% year on year.
15. Farmland occupation tax was 95.9 billion yuan, down 4.2% year on year.
16. Environmental protection tax was 23.2 billion yuan, up 18% year on year.
17. Vehicle and vessel tax, vessel tonnage tax, tobacco leaf tax, and other tax revenues combined were 83.9 billion yuan, up 0.2% year on year.
(2) General public budget expenditure situation.
From January to August, national general public budget expenditure reached 18,145.1 billion yuan, up 1.2% year on year. By central and local levels, central general public budget expenditure at the same level was 2,817.7 billion yuan, up 6% year on year; local general public budget expenditure was 15,327.4 billion yuan, up 0.3% year on year.
The main expenditure items are as follows:
1. Education expenditure was 2,727.9 billion yuan, up 0.7% year on year.
2. Science and technology expenditure was 600.1 billion yuan, up 2.2% year on year.
3. Culture, tourism, sports, and media expenditure was 210.8 billion yuan, down 7.2% year on year.
4. Social security and employment expenditure was 3,273 billion yuan, up 6.5% year on year.
5. Health expenditure was 1,497.8 billion yuan, up 9.2% year on year.
6. Energy conservation and environmental protection expenditure was 290.6 billion yuan, down 12.3% year on year.
7. Urban and rural community expenditure was 1,195.5 billion yuan, down 3% year on year.
8. Agriculture, forestry, and water expenditure was 1,276.9 billion yuan, down 6% year on year.
9. Transportation expenditure was 692.4 billion yuan, down 2.9% year on year.
10. Debt interest payment expenditure was 918.8 billion yuan, up 5.4% year on year.
II. National Government Fund Budget Revenue and Expenditure Situation
(1) Government fund budget revenue situation.
From January to August, national government fund budget revenue reached 2,141.9 billion yuan, down 19% year on year. By central and local levels, central government fund budget revenue was 329.2 billion yuan, up 12.2% year on year; local government fund budget revenue at the same level was 1,812.7 billion yuan, down 22.9% year on year, among which state-owned land use right transfer revenue was 1,375.3 billion yuan, down 28.6% year on year.
(2) Government fund budget expenditure situation.
From January to August, national government fund budget expenditure reached 5,194.8 billion yuan, down 17% year on year. By central and local levels, central government fund budget expenditure at the same level was 317.5 billion yuan, down 58.3% year on year; local government fund budget expenditure was 4,877.3 billion yuan, down 11.3% year on year, among which expenditure related to state-owned land use right transfer revenue was 2,178.6 billion yuan, down 18.5% year on year.
