HKIC stated that it fully supports Hong Kong's first five-year plan and will actively cooperate to accelerate the development of the Northern Metropolis.
HKIC: Fully supports Hong Kong's first five-year plan, will actively cooperate to accelerate the development of the Northern Metropolis Hong Kong Investment Corporation Limited (HKIC) fully supports the Chief Executive's announcement of the "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)" ("Hong Kong's First Five-Year Plan"), as well as the accompanying "Chief Executive's 2026 Policy Address" ("Policy Address"). HKIC believes that the two documents fully demonstrate the HKSAR Government's determination to plan Hong Kong's future development with a long-term vision and to proactively align with the national "15th Five-Year Plan," laying a more solid foundation for Hong Kong's economy and society to achieve high-quality development, continuously enhancing the well-being of residents, and making unique and greater contributions to national development. Clara Chan, Chief Executive Officer of HKIC, said: "HKIC is a steadfast practitioner of better integrating an 'effective market' with a 'proactive government.' We leverage patient capital to play a strategic guiding role and invest in a market-oriented, professional, and international manner, growing together and sharing outcomes with market partners. HKIC will continue to strategically connect capital, industry, innovation and technology, and talent, transforming what the country needs and what Hong Kong excels at into growth momentum." She continued: "The clear positioning of HKIC in Hong Kong's First Five-Year Plan and the Policy Address affirms the important role of patient capital in Hong Kong's innovation and technology and strategic industry development, and also injects greater impetus into us. The ultimate purpose of economic development is to enable residents to share in the outcomes and enhance their sense of happiness and quality of life. Since its establishment, HKIC has invested in more than 200 projects, with its early-stage positioning highly aligned with the key directions of the Policy Address, including investing in artificial intelligence large model and embodied intelligence enterprises; investing in leading RISC-V technology enterprises and leading the establishment of the Hong Kong RISC-V Alliance to advance open-source chip core technology R&D and industrial application; supporting life and health technology and surgical Siasun Robot&Automation development; investing in local Aerospace Hi-Tech Holding Group startups to proactively position for commercial aerospace and the space economy; facilitating the construction of a sustainable aviation fuel industry chain in the Guangdong-Hong Kong-Macao Greater Bay Area through portfolio companies; and establishing the world's first offshore RMB venture capital fund focused on frontier technology, which not only supports national tech enterprises in going global but also helps strengthen Hong Kong's function as the world's largest offshore RMB business hub. In addition, HKIC is making strategic investments to deploy capital in service of education and talent strategies, deepening the building of Hong Kong as an international education hub and making Hong Kong a highland for gathering international high-end talent. Currently, for every HK$1 invested by HKIC, more than HK$8 of international long-term market capital has been mobilized to co-invest, creating a significant "multiplier effect" and fully demonstrating the strategic value of "patient capital" and the "investment+" strategy in Hong Kong's future industry development. At the same time, with HKIC's support, approximately 70% of portfolio companies have commenced or are expanding overseas business, including in Belt and Road countries. HKIC will also actively cooperate with the goals of Hong Kong's First Five-Year Plan and the Policy Address to accelerate the development of the Northern Metropolis. Leveraging the Northern Metropolis's positioning as a major growth engine for higher education and innovation and technology development, HKIC will mobilize market resources to support portfolio companies in establishing a presence in the Northern Metropolis, promote the coordinated development of industrial parks, universities, and research institutions, and build an innovation ecosystem integrating "industry, academia, and research." HKIC will also continue to deepen its function of "connecting internally and attracting externally," making good use of major Greater Bay Area cooperation platforms such as Qianhai, Nansha, and Hetao to promote the cross-boundary flow of innovation and technology elements, the commercialization of research outcomes, and industry chain collaboration, helping Hong Kong better play its role as a "super connector" and "super value-adder."
