John Lee Ka-chiu stated that in the opening year of the national 14th Five-Year Plan, the Hong Kong Special Administrative Region has formulated a five-year plan for the first time. Through the five-year plan, the development direction will be clearer, resource allocation more effective, social expectations more stable, the well-being of citizens and the interests of investors from all places more fully safeguarded, and Hong Kong will be built into a more open, more inclusive, freer, more prosperous and safer Hong Kong, becoming a channel and bridge connecting the country and the world and a more attractive, more dynamic and more opportunity-filled international metropolis in the world.
John Lee Ka-chiu said that artificial intelligence should be promoted as an important industry for Hong Kong's future development, empowering all trades and industries with artificial intelligence technology. The artificial intelligence ecosystem should be improved in multiple dimensions, and the "AI+" initiative should be comprehensively and continuously advanced. Cross-sector integration should be strengthened, and the development and utilization of data resources and coordinated development with the mainland should be deepened. 1.1 During the 14th Five-Year Plan period, under the leadership and strong support of the Central Government, Hong Kong achieved a historic transition from chaos to governance and toward prosperity. 1.2 During the 15th Five-Year Plan period, Hong Kong's development will be in a period where strategic opportunities and risks and challenges coexist, and uncertain and unpredictable factors are increasing.
