Recently, the Civil Aviation Administration of China and the National Data Administration jointly issued the "Implementation Plan for the Construction of the Civil Aviation Data Governance System" (hereinafter referred to as the "Implementation Plan"). The "Implementation Plan" specifies that by 2027, the foundational system for civil aviation data will be gradually improved, the industry's data governance capabilities will be significantly enhanced, open sharing of public data in key areas such as operations, travel, logistics, and regulation will be basically achieved, pilot programs for market-based circulation of data elements will be explored, and a batch of high-value data application demonstrations and high-quality data products will be formed; by 2030, the foundational institutional system for civil aviation data will be more complete, open sharing and authorized operation of industry public data will be fully achieved, the supply and development and utilization efficiency of data resources will be significantly enhanced, the data element market will basically take shape, and the multiplier effect of data elements will be fully unleashed.

In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on promoting the reform of market-based allocation of data elements, deepening the development and utilization of data resources, and improving the foundational system for data elements, the Civil Aviation Administration of China and the National Data Administration recently jointly issued the "Implementation Plan for the Construction of the Civil Aviation Data Governance System" (hereinafter referred to as the "Implementation Plan").
The "Implementation Plan" specifies that by 2027, the foundational system for civil aviation data will be gradually improved, the industry's data governance capabilities will be significantly enhanced, open sharing of public data in key areas such as operations, travel, logistics, and regulation will be basically achieved, pilot programs for market-based circulation of data elements will be explored, and a batch of high-value data application demonstrations and high-quality data products will be formed; by 2030, the foundational institutional system for civil aviation data will be more complete, open sharing and authorized operation of industry public data will be fully achieved, the supply and development and utilization efficiency of data resources will be significantly enhanced, the data element market will basically take shape, and the multiplier effect of data elements will be fully unleashed.
The "Implementation Plan" makes arrangements around the foundational data system, the construction of industry data resources, and the efficient circulation of data elements. It will establish and improve industry foundational data systems and standards and specifications such as civil aviation data sharing and interaction, public data management, property rights and circulation transactions, and data integration applications; promote industry entities to carry out data governance and data resource system construction, establish industry data resource catalogs and data resource libraries, and improve the scale and quality of civil aviation data supply; promote industry data sharing and openness, standardize authorized operation of public data resources, cultivate the civil aviation data element market, strengthen security management of data circulation, and promote efficient circulation of data elements.
The "Implementation Plan" makes arrangements around industry data scenario applications, the digital infrastructure foundation, and the data innovation ecosystem, promotes the "Data Elements " initiative and the construction of demonstration scenarios for public data "running", expands the deep integration of civil aviation data into business scenarios in fields such as safety, development, operations, travel, logistics, and regulation, and promotes the release of the value of data elements; coordinates the advancement of industry-level and field-specific data and computing power infrastructure construction, builds civil aviation data circulation and utilization infrastructure, and comprehensively builds an efficient, interconnected, green, and low-carbon civil aviation digital infrastructure foundation; strengthens industrial chain coordination and upstream and downstream cooperation, integrates innovative data application scenarios, explores cutting-edge data technologies, builds data technology verification platforms and testing grounds, and accelerates the cultivation of a civil aviation data innovation ecosystem.
