Hong Kong Chief Executive John Lee announced that he will unveil the "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)" at the Legislative Council meeting on September 16, and will subsequently publish the "Chief Executive's 2026 Policy Address."
Hong Kong Chief Executive John Lee Ka-chiu announced that on September 16, he will unveil the "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)" at the Legislative Council meeting, followed immediately by the release of the "Chief Executives 2026 Policy Address." John Lee Ka-chiu stated that the simultaneous release aims to clearly present the inherent connection between the two documents, allowing the public to have a more comprehensive understanding of the Hong Kong government's development blueprint and key policy focuses for the next five years. John Lee Ka-chiu pointed out that the "First Five-Year Plan for Hong Kong" serves as a forward-looking, strategic, and directional guiding document, outlining the overall vision for economic and social development in Hong Kong from 2026 to 2030. The "Policy Address," released on the same day, will serve as the annual implementation report for this plan, formulating specific policy measures and policy focuses for that year in light of the latest circumstances. John Lee Ka-chiu stated, The two are closely related; citizens will have a clearer understanding of how the government will advance various tasks in 2026 according to the direction and strategy of the five-year plan by referring to both documents. John Lee Ka-chiu further explained that the "Policy Address" will establish multiple quantifiable annual indicators as milestones, which will be adjusted each year based on changes in the international environment, economic outlook assessments, and the latest social dynamics, as part of ongoing efforts to implement the blueprint. To fully respond to societal concerns, John Lee Ka-chiu indicated that after the two documents are published in the Legislative Council, he will attend a Legislative Council "Interactive Q&A Session with the Chief Executive" the following day to engage in in-depth discussions with legislators. Additionally, on the afternoon of September 16, he will hold a press conference and attend a television forum that evening to further elaborate on the "First Five-Year Plan for Hong Kong" and the "Policy Address."
