Hong Kong AI Efficiency Enhancement Group: To date, it has facilitated and implemented the first batch of a total of 30 efficiency enhancement projects, which will gradually be put into application starting from mid-year.
The first batch involves 30 efficiency enhancement projects across 13 departments, including 10 flagship projects that have significant impact. These projects cover areas closely related to citizens and businesses, such as transport licenses, recreational facilities, food business licenses, environmental hygiene, complaint handling, and environmental protection.
The Hong Kong Special Administrative Region Government announced today (August 17) that the Artificial Intelligence (AI) Efficiency Enhancement Group has so far facilitated and implemented the first batch of a total of 30 efficiency enhancement projects, which will be rolled out in phases starting from mid-year. The first batch involves 30 efficiency enhancement projects across 13 departments, including 10 flagship projects with significant impact, covering areas closely related to citizens and businesses such as transportation permits, fitness facilities, food business licenses, environmental sanitation, complaint handling, and environmental protection.
According to the introduction, these 30 efficiency enhancement projects include optimizing various application approval processes or waiting for public services, making them easier and faster, thereby upgrading the user experience. For example, by using AI, the approval or waiting time for some cases has been significantly reduced by 90%. Some projects also aim to streamline internal government procedures and enhance work efficiency. For instance, by applying AI technology and/or restructuring workflows, the processing time for certain tasks has been compressed from several days to just a few hours, and the time for case diversion or analysis can also be reduced by half or more.
The Deputy Secretary for Administration, Cheuk Wing-hing, stated: The promotion of these projects relies on the support and efforts of various departments. The enhancement group has also established an AI project team composed of AI and data science experts from the Hong Kong Digital Policy Office and the Hong Kong SAR Government Statistics Department, collaborating with leading AI enterprises in the market as AI technology partners to assist departments in advancing projects, ensuring that the application of AI meets the operational needs of the departments and keeps pace with new developments and trends in the AI market.
Our goal is to pragmatically and swiftly advance the efficiency enhancement projects, aiming to implement them within the next two years. The ability to launch these projects in a short period reflects the government's determination and execution capability in promoting digital transformation.
The first batch of projects also demonstrates the potential for cross-departmental promotion of AI. Although different departments have distinct functions, many daily work scenarios actually share similarities, such as online appointments, license applications, review assessments, responding to inquiries, and environmental monitoring. If a solution is successfully implemented in the initial trial department, the relevant experience, technology, and implementation model can be appropriately adjusted and promoted to other departments and similar business scenarios.
The Hong Kong Government will continue to promote more AI applications, explore additional AI application scenarios, replicate and expand the successful experiences of the first batch of projects, further enhance government operational efficiency and service quality, and continuously optimize public services to allow citizens and businesses to tangibly feel the convenience and benefits brought by digital transformation.
In the 2025 Policy Address, the Chief Executive announced the establishment of the AI Efficiency Enhancement Group, responsible for coordinating and guiding government departments in effectively applying AI technology in their work, researching and restructuring workflows, and promoting technological innovation within departments. The enhancement group is led by the Deputy Secretary for Administration, with CKH HOLDINGS Legislative Council Member Yiu Tak-ken serving as the deputy leader.
