On August 14, the Hong Kong Special Administrative Region Government announced that Zhang Yunzheng has been reappointed as the Chief Executive of the Insurance Authority for a term of three years, from August 15, 2026, to August 14, 2029. This appointment was made by the Chief Executive in accordance with the Insurance Ordinance (Cap. 41) (the "Ordinance").
The Secretary for Financial Services and the Treasury, Xu Zhengyu, welcomed the appointment and stated: "Mr. Zhang has excelled in enhancing Hong Kong's position as an international risk management center, as well as in strengthening the regulatory framework of the insurance industry. Under Mr. Zhang's leadership, the Insurance Authority has made significant progress in advancing a risk-based capital regime, reviewing the regime to support infrastructure investment in both Mainland China and Hong Kong, strengthening the insurance-linked securities market, and enhancing the competitiveness of Hong Kong's captive insurance business. I firmly believe that he will continue to lead the Insurance Authority in strengthening prudent regulation, safeguarding the interests of policyholders, and closely cooperating with the industry to enhance Hong Kong's competitiveness while exploring new opportunities in Mainland China and overseas markets."
Zhang Yunzheng was first appointed as the Chief Executive of the Insurance Authority in August 2018. He is currently a member of the Executive Committee of the International Association of Insurance Supervisors and a member of the Asian Forum of Insurance Supervisors.
The Insurance Authority is an independent regulatory body for the insurance industry established under the Ordinance in December 2015. The Authority took over regulatory responsibilities for insurance companies from the former Office of the Commissioner of Insurance in June 2017 and implemented direct regulation of insurance intermediaries in September 2019.
