The ACCA (Association of Chartered Certified Accountants) in Hong Kong submitted 10 recommendations for public consultation on Hong Kong's first five-year plan, including establishing "Guidelines for AI Applications in the Accounting Profession" and a dual-track regulatory sandbox; advancing the accounting profession into the fields of valuation, mergers and acquisitions, and physical assets; constructing a key industrial chain map for the Northern Metropolis and pilot transformation testing sites; deepening cross-border data flow and mutual recognition of professional qualifications in the Greater Bay Area; gathering diverse international capital to empower startups; establishing dual hubs for offshore renminbi and bulk commodities; promoting innovation in green financial products and support for SMEs in ESG basics; building a carbon market and a professional service hub for sustainable aviation fuels (SAF); creating an ecosystem for talent development and assessment in AI, green technology, and intellectual property; and promoting collaboration among government, industry, academia, and research to establish a framework for assessing AI applications in enterprises.
Zheng Jieshen, President of ACCA Hong Kong, stated that as a high-end professional services hub and a two-way bridge connecting the mainland with international markets, Hong Kong must enhance its competitiveness by centering on finance, innovation, professional services, and the aggregation of high-end talent. It should actively take on the role of a high-value hub for resource allocation and service innovation, continuously providing a stable, transparent, and reliable institutional environment to more efficiently gather international capital, connect with international standard certifications, construct broader platforms, and offer more convenient infrastructure. This approach aims to achieve a higher level of openness and connectivity, serve the national development strategy, and reinforce and elevate Hong Kong's overall economy and leadership position as an international financial center.
