The Plan sets out the overall goals for the next five years: by 2030, significant progress will be made in the special rectification of solid waste in key areas, effective control of the historical accumulation of solid waste, curbing the high incidence of illegal dumping and disposal, significant improvement in the comprehensive management capacity and level of solid waste, achieving full coverage of key areas in information-based supervision of solid waste, and the establishment of a number of "zero-waste cities". The proportion of hazardous waste landfilled will decrease from about 13% in 2025 to less than 10%, the proportion of storage and landfill of key general industrial solid waste will decrease from about 56% to less than 30%, and the coverage rate of full-process information-based supervision of hazardous waste-related units will reach 100%. The incidence rate indicators for illegal dumping and illegal disposal of solid waste must be significantly reduced by 2030.
