Recently, the "Plan for Expanding Consumption during the Fifteenth Five-Year Plan" was approved by the State Council. Officials from the National Development and Reform Commission and the Ministry of Commerce answered questions from reporters, stating that the plan includes three main parts. The key tasks revolve around promoting the quality and benefit of service consumption, promoting the expansion and upgrading of goods consumption, cultivating new consumption formats, models, and scenes, improving consumption capacity, optimizing the consumption environment, and enhancing the mechanisms to promote consumption, deploying 28 key tasks and measures to expand consumption during the fifteenth five-year period. At the same time, the plan includes 9 sections focusing on areas such as the silver economy, child-rearing products and services, cultural and tourism consumption, health consumption, and automobile consumption, proposing specific implementation measures in these relevant fields. The plan highlights innovation-led development. It emphasizes that expanding consumption must adhere to reform and innovation. In response to the emerging trends in optimizing and upgrading consumption structure and the emergence of new formats, models, and scenes, the plan promotes service consumption, digital consumption, region-specific economic development, and experiential consumption through institutional arrangements, improving support policies, actively fostering new consumption growth points, and injecting new momentum into consumption development.
