In order to further implement the requirements of the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Further Strengthening the Supervision of Food Safety throughout the Whole Chain", the State Administration for Market Regulation recently issued a notice, deploying the expansion and improvement of the "Blue Army" food sampling action.
To further implement the requirements of the Opinion on Further Strengthening the Supervision of Food Safety Chain issued by the General Office of the CPC Central Committee and the General Office of the State Council, the State Administration for Market Regulation recently issued a notice to deploy the expansion and enhancement of the quality of the food inspection "Blue Army" action. The action aims to create a politically firm, technically strong, and well-disciplined team of food inspection "Blue Army" to timely identify potential risks brought by new formats and technologies, effectively identify unknown harmful factors beyond food safety standards, and significantly enhance the ability to identify, judge, and handle food safety risks. The action specifies three key tasks and implementation measures: First, expand the "Blue Army" team. The "Blue Army" team will be expanded from the previous 3 teams to 13 teams, establish a scientific and perfect assessment system, and regularly adjust the "Blue Army" team dynamically. Second, strengthen capacity building. Promote the political ability of the "Blue Army" team, prioritize political construction in the establishment of the "Blue Army" team; enhance research capacity, deepen research and development and problem-solving of food safety inspection and detection technology; enhance research capacity, strengthen forward-looking analysis and trend judgment; enhance business capacity, conduct regular professional skill training for all staff; enhance intelligence capacity, timely collect food safety public opinion, industry dynamics, consumer complaints, and other risk clues. Third, improve work quality and efficiency. Organize the "Blue Army" team to thoroughly investigate food safety risks, promote the resolution of industry risks; deepen food safety risk warning, promote the enhancement of regulatory efficiency; carry out the research on supplementary food inspection methods, rapid food testing methods, and the preparation of the list of non-food substances that may be added to food, promote the construction of a scientific, complete, and applicable food safety standard system; use means such as the "Three Letters and One Visit" for food safety regional risk hazards discovered in the "Blue Army" action, promote the effective implementation of food safety local management responsibilities; carry out food safety popular science interpretation and other publicity and guidance work on a regular basis, and enhance the level of social governance.
