The Ministry of Industry and Information Technology and five other departments have deployed the establishment of a pilot project for industrial 5G standalone private networks.
The Ministry of Industry and Information Technology, the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, the State Administration for Science, Technology, and Industry for National Defense, and other five departments jointly issued a notice to deploy the pilot of the industrial 5G standalone private network. The pilot will support large and super-large enterprises in industries such as raw materials, equipment manufacturing, consumer goods, electronics information, national defense technology, energy and transportation to build independent private networks and encourage cities to pilot the construction of standalone private networks using the "5G + Industrial Internet" integration applications. Through the pilot, explore a new model for the construction, use, maintenance, and management of standalone private networks to meet the specific needs of enterprises, cultivate and strengthen the ecosystem of the standalone private network industry chain, and empower industries with "5G + Industrial Internet". The pilot includes deploying infrastructure, innovative application scenarios, building management platforms, exploring construction models, and ensuring security.

All provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps Industry and Information Technology Departments, transportation, state-owned assets, energy, national defense science and technology departments, provincial, autonomous region, municipalities directly under the Central Governments telecommunications management bureaus, and relevant enterprises:
Fully implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on "Expanding the large-scale application of 5G and accelerating the innovation and development of industrial Internet," vigorously implement the "Building the '5G + Industrial Internet' 512 Project Upgrade Version Implementation Plan," and accelerate the convergence and innovation of "5G + Industrial Internet," further meet the management needs of information communication networks and key production data of special industries, large and super-large enterprises, and orderly decide to carry out the industrial 5G standalone private network pilot. The relevant matters are notified as follows:
1. Overall requirements
The industrial 5G standalone private network (hereinafter referred to as the "standalone private network") refers to an enterprise-leading construction access network, core network, and other key facilities that can operate independently of the public network as an enterprise-exclusive 5G network.
According to the principles of "overall planning and regulation, selection and strengthening, safety and reliability, intensive and efficient, and progressive," supporting large and super-large enterprises in industries such as raw materials, equipment manufacturing, consumer goods, electronics information, national defense technology, energy, and transportation to build standalone private networks, encouraging cities to pilot the construction of standalone private networks using the integration of "5G + Industrial Internet" applications. Through the pilot, explore a new model for the construction, use, maintenance, and management of standalone private networks to meet the specific needs of enterprises, cultivate and strengthen the ecosystem of the standalone private network industry chain, and empower industries with "5G + Industrial Internet."
2. Pilot content
(1) Deploy infrastructure
Deploy standalone private network infrastructure such as 5G base stations, core networks, edge computing systems, etc., in the pilot area, integrate new industrial network technologies such as industrial optical networks, industrial Ethernet, time-sensitive networks (TSN), single-pair Ethernet (SPE), etc., as needed. Transform equipment and systems networking in key links such as data acquisition, production control, and operation and maintenance management to support network interconnection, data interoperability, and information exchange in the pilot area.
(2) Innovative application scenarios
Give full play to the advantages of standalone private network resources such as exclusive, manageable, and flexible scheduling, actively explore the application potential of 5G/5G evolution (5G-A) technology characteristics such as high-speed transmission, ultra-low latency, sensing integration, passive IoT, high-precision positioning, and network intelligence, accelerate the penetration of 5G into production and management processes, focus on improving application scenario adaptability according to industry needs, promote innovation applications such as full-process control and collaborative production, and accelerate the deep integration of standalone private networks with industrial production.
(3) Construction of management platform
Build a standalone private network management and operation platform, providing functions such as equipment management, configuration management, performance monitoring, fault diagnosis, and security management to ensure the normal operation of equipment and efficient stable network operation. Explore integrated and intelligent network management and operation solutions to meet the needs of industrial enterprises for independent management of standalone private networks, improve operational efficiency, and reduce operating costs.
(4) Explore construction models
Promote cooperation among industrial enterprises, basic telecommunications enterprises, equipment suppliers, and solution providers in investment, construction, application services, and management and operation of standalone private networks, exploring cooperation models to achieve complementary advantages and efficient resource allocation.
(5) Ensure security
Implement network and data security responsibilities, strengthen the construction of independent private network security infrastructure, improve independent private network security management, security monitoring, disaster backup, important communication, and other security protection mechanisms, form production security capabilities for hazard investigation, security judgment, accident forecasting, and emergency response throughout the production process. Promote innovative applications such as zero trust, inherent security, and commercial encryption to enhance end-to-end security protection levels. Strengthen the construction of network and data security capabilities and establish sound security technologies and management measures covering terminal access, networking, edge computing, data, and operation and maintenance management.
3. Application and approval process
(1) Application subjects
Industrial enterprises, industry enterprises registered in the People's Republic of China with independent legal personality, or a consortium composed of industrial enterprises, industry enterprises, basic telecommunications enterprises, equipment suppliers, solution providers, etc.
(2) Application conditions
1. The application subject has good economic strength and financial condition.
2. The application subject has a strong industry-leading position and technological integration and innovation capabilities, clear "5G + Industrial Internet" application direction, needs and construction plan for standalone private networks, and the technologies, products, solutions, etc., utilized should ensure safety and control.
3. If the application subject is a consortium, it should provide a cooperation agreement signed by all parties of the consortium, specifying the work and responsibilities of each party.
4. If the application subject involves state-owned enterprises, subsidiaries, or branches, relevant proof materials indicating its status as a subsidiary or branch of a state-owned enterprise, as well as a written recommendation from the parent company of the state-owned enterprise should be provided.
5. The application subject has not had any major or above production safety accidents in the past three years.
(3) Approval process
1. Pilot application: The application subject fills in the "5G + Industrial Internet" development management platform (https://5gii.aii-alliance.org/snpn) online, generates the "Industrial 5G Standalone Private Network Pilot Application Form" (Annex 1), and the "Industrial 5G Standalone Private Network Pilot Construction Plan" (Annex 2), submits the printed and stamped paper application materials (five copies) to the local telecommunications management bureau.
2. Selective recommendation: The local telecommunications management bureau, in conjunction with the industry and information technology department (for projects involving military industry units, the local telecommunications management bureau in conjunction with the industry and information technology and national defense technology industry authorities), selects and recommends the application projects, and submits the application form, construction plan (five hard copies), and electronic version CD to the Ministry of Industry and Information Technology (Administration of Information and Communication) for review.
3. Pilot approval: The Ministry of Industry and Information Technology, in conjunction with the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, and the State Administration for Science, Technology, and Industry for National Defense, reviews the application materials, organizes expert evaluations and demonstrations, and gives approval to eligible application subjects to carry out the pilot.
4. Administration of the pilot
1. The Ministry of Industry and Information Technology coordinates the pilot project application, strengthens pilot supervision and management, conducts research and spot checks in a timely manner, and organizes end-of-term evaluations.
2. The local telecommunications management bureau, as the local telecommunications management authority, in conjunction with the industry and information technology department, establishes a management and support mechanism, carries out work such as recommending applications from local enterprises, organizing implementation, and supervising management, and submits relevant information promptly. Pilot subjects are not allowed to operate telecommunications business without the consent of the competent department.
3. To ensure frequency use safety, pilot subjects need to study and demonstrate with the radio management authority according to the relevant requirements, obtain wireless frequency usage licenses. Basic telecommunications enterprises conducting standalone private network pilots using 5G public mobile communication frequencies should conduct network construction and frequency usage in accordance with national radio management requirements. For enterprises that have obtained licenses for 5G industrial private network trial frequency usage, when carrying out standalone private network pilots, the content such as pilot subjects, pilot areas, frequency ranges should be consistent with the requirements of the frequency usage license.
4. Pilot subjects that have obtained approvals and involve military industry units should follow the requirements of network security synchronous planning, construction, and use, and systematically organize construction work in accordance with current network security and security confidentiality standards and requirements.
5. The pilot period is two years after approval. Pilot subjects should report significant issues during pilot construction promptly and submit progress reports after one year. Upon completion of the project at the end of the pilot period, submit a summary report. If it is necessary to continue the pilot after the pilot period, a separate application should be submitted for approval.
6. Pilot subjects that have obtained approvals, if serious violations of laws and regulations occur or for other reasons decide to stop the pilot, the Ministry of Industry and Information Technology may revoke the pilot qualifications in accordance with the law. Pilot subjects should follow the procedures and apply to the Ministry of Industry and Information Technology for approval to exit after obtaining approval. The exiting subjects should properly handle post-pilot work in accordance with relevant laws and regulations.
7. All relevant materials such as applications and reports must be reviewed by the local telecommunications management bureau in conjunction with the industry and information technology department before being submitted to the Ministry of Industry and Information Technology (simultaneously fill in the "5G + Industrial Internet" development management platform).
5. Organization and support
Fully utilize existing funding channels, effectively implement measures such as "two reductions" and "two new," increase support for pilot project construction, and encourage localities to explore the establishment of specialized funds, industry funds, and other mechanisms to diversify investment. Support the research and industrial deployment of customized chips, modules, terminals, network equipment, and other products to meet the needs of standalone private networks, cultivates a group of standalone private network equipment, solution providers, system integrators, and other service suppliers, and form an innovative ecosystem for standalone private networks. Strengthen the construction of the standalone private network standard system and the implementation of core standards, promote standard compliance verification. Summarize the construction experience of pilot projects with outstanding results, form typical cases, and accelerate replication and promotion in key industry sectors.
