According to the 2026 "Clear" series special action plan, the Cyberspace Administration of China has decided to launch a 2-month special action nationwide, starting today, to "clean up and optimize the business network environment and crack down on malicious speculation of enterprise-related information".
Provincial, autonomous region, and directly governed city party committees' internet information offices, Xinjiang Production and Construction Corps' party committee internet information office: In accordance with the work arrangement of the "Qinglang" series special action in 2026, the Cyberspace Administration of China has decided to launch a 2-month special action nationwide from today to "clean up and optimize the business environment online by rectifying malicious hype of corporate-related information". I. Work Objectives Through the special action, focus on rectifying the chaos of malicious hype of corporate-related infringement information, strictly and promptly clean up and dispose of infringement information and accounts, urge website platforms to fulfill their main responsibilities solidly, improve the management mechanism of corporate-related information content, increase efforts to dispose of infringement information, further optimize the business network environment, and safeguard the healthy development of enterprises. II. Work Tasks The special action focuses on four prominent issues including malicious hype of corporate-related information. (I) Issues of malicious hype of corporate-related information 1. Hype negative information related to enterprises at important time points such as listing financing, financial statement disclosure, and new product releases. 2. Collect and hype negative information related to enterprises, generalize and distort operational issues or product quality issues. 3. Conduct false evaluations, maliciously hype product evaluations, testing, and consumer experience information. 4. Promote negative information related to enterprises through methods such as "pay-for-view", artificially create or amplify public opinion hotspots related to enterprises. (II) Defamation issues against companies 1. Generate false information related to enterprises using AI, maliciously defame and discredit companies and entrepreneurs. 2. Employ internet water armies to spread homogenized negative information related to enterprises, maliciously provoke conflicts and discredit other companies and products. 3. Influential internet personalities use "shouting" and other forms to baselessly question and criticize companies, incite netizens to attack and insult companies and entrepreneurs. 4. Label specific brand users, conduct stigmatization attacks, incite consumer groups against each other. (III) Issues of profiting illegally 1. Send "negative information verification letters" and "fact verification letters" to companies to coerce them into business cooperation. 2. Link public opinion supervision, social supervision with business cooperation, by using the release of negative information related to enterprises as a means to pressure companies and profit economically. 3. Demand "deletion fees" and "withdrawal fees" from companies after releasing negative information related to them. (IV) Violation of entrepreneurs' personal rights 1. Hype the personal privacy of entrepreneurs. 2. Publish and spread insulting, defamatory rumors about entrepreneurs. 3. Hype topics about the personal lives of entrepreneurs, denigrate and vilify enterprise and entrepreneur images. 4. Recycle old stories about entrepreneurs, distort and misinterpret the statements of entrepreneurs. III. Work Requirements (I) Promptly deploy and implement. Local internet authorities should implement the requirements of this notice, increase publicity efforts, enhance the awareness and participation of enterprises and entrepreneurs in the special action; based on local realities, refine the implementation plans, strengthen the coordination of forces, meticulously organize and implement the work to ensure effective results. (II) Fulfill main responsibilities. Guide and urge website platforms to increase personnel and technical input, strengthen the discovery, analysis, and disposal of corporate-related infringement information, strictly implement the "Self-Discipline Code for Cleansing Corporate-related Infringement Information and Optimizing Business Network Environment", strengthen the management of AI-generated synthetic information, network evaluation activity information, intensify account and MCN institution management. Improve the complaint and reporting channels, standardize the judgment and disposal processes, enhance the quality and effectiveness of disposal work. (III) Increase penalties and exposure. Report enterprises involved in cross-regional disposal of infringement information to the Central Cyberspace Administration Report Center, report accounts, applications, and website platforms requiring legal disposal to the Central Cyberspace Administration's Network Comprehensive Governance Bureau. Strengthen linkage cooperation, enhance criminal cooperation, intensify crackdown on illegal activities. Websites, platforms, and accounts that have been legally disposed of should be exposed in a timely manner to strengthen warning deterrence.
