On May 18, the Ministry of Commerce and five other departments issued a notice titled "Notice on Strengthening and Optimizing the Exit Tax Refund Measures to Expand Inbound Consumption," proposing 8 specific measures including increasing the coverage of tax refund shops, implementing random spot checks for small amounts, and optimizing "buy now, refund now" services. The notice stated that starting from July 1, 2026, for tax refund applications with sales amounts below RMB 10,000, physical inspections will be conducted randomly according to a certain percentage. For tax refund applications with sales amounts of RMB 10,000 or more, physical inspections will continue to be conducted on each application.
