New types of agricultural management entities embrace new opportunities: Constructing a modern agricultural management system from the perspective of newly released policy directions.
The new "plan" means that policy resources will be more accurately tilted towards the operating entities with significant "connecting and benefiting farmers" effects, which can truly establish a close relationship of interests with farmers and achieve effective increase in farmers' incomes. It is expected that the innovative mode advocated by the policy will also be accelerated in replication and promotion, benefiting more farmers, and thereby achieving a dual leap in commercial value and social value.
Recently, the Ministry of Agriculture and Rural Affairs issued the "Action Plan for Improving the Quality and Efficiency of New Agricultural Management Entities to Drive Increased Incomes for Small Farmers" (hereinafter referred to as the "Plan"). The "Plan" aims to improve the development quality of new agricultural management entities, improve the mechanism of integrating agriculture with farmers, promote the organic connection between small farmers and modern agriculture, and enhance the ability to increase incomes for small farmers. In the view of GMTEight, the new "Plan" undoubtedly sets a clear red line for the value assessment of relevant enterprises: the future no longer emphasizes only the scale, market participants need to place "integrating agriculture with farmers" at the core position.
The core implementation focus of the "Plan" includes:
1. Improving the quality of entity development: Encouraging small farmers to develop moderately sized family farms, cultivating new entities that are "moderately scaled and operate efficiently";
2. Building mechanisms to ensure farmers' income: Establishing stable benefit connections through employment absorption, order acquisition, profit sharing, etc.;
3. Empowering technology to promote standardized production: Encouraging social service entities to introduce advanced and applicable varieties, technologies, equipment, etc. to small farmers, enhancing their production and operation capabilities.
Under the policy framework, agricultural management models that can meet the above points and achieve a win-win situation for corporate benefits and farmer income will become the mainstream of industry development in the future, receiving support from various policies, resources, projects, etc. Such models need to have the following characteristics: mature farmer cooperation systems to ensure standardized cooperation; a complete farmer empowerment system to provide technical training and professional guidance for "teaching a man to fish"; and robust operating capabilities to continuously benefit farmers during industry cycles.
In the current agriculture and animal husbandry field, DEKON AGRs "Number Two Family Farm" model aligns closely with the policy framework and key points of the "Plan", making it a ready-made sample that conforms to the policy orientation and has been verified through long-term practice.
DEKON has spent over ten years exploring a unique path that balances benefits and livelihoods. As early as 2015, DEKON innovatively proposed the "Number Two Family Farm" model, entrusting the breeding of sows to cooperative farmers, who are responsible for the entire process from sow reproduction to piglet weaning, while the company provides seeds, feed, technical training, and unified sales. To achieve the goal of integrating agriculture with farmers, DEKON AGR has established a rigorous empowerment system. Under DEKON AGR's innovative model, prospective cooperative farmers typically undergo a closed training program of not less than 3 months covering shed construction, breeding technology, and corporate culture. After the cooperation, a full-time technician is assigned for every 500 sows to provide on-site guidance at least once a month. In December 2025, the company invested 50 million yuan to establish a pig farming technology training base in Yibin, which was officially inaugurated. The base has hired European experts to teach and can train 300 new farm owners annually. Data also shows that DEKON AGR has trained a total of 672,800 people in the past decade, with over 210,000 people trained in the past three years. It is this investment in "teaching a man to fish" that enables farmers to truly have the ability to operate independently.
From publicly available data, the DEKON AGR model has truly allowed farmers to share the dividends of industrial development. In the "Hundreds of Villages and Millions" project in Yibin, DEKON has constructed a five-party collaboration model of "government coordination, enterprise leadership, farmer participation, bank support, and insurance guarantee", which is expected to drive local village collective income by approximately 18.12 million yuan.
DEKON's ability to continuously benefit farmers lies in its strong and stable operating fundamentals. By 2025, the company's full cost of commodity pigs had dropped to around 11.9 yuan/kg. The company's solid and robust fundamentals allow it to continue to benefit farmers even at the bottom of the industry cycle, creating a positive cycle of "increasing efficiency for enterprises, increasing income for farmers, and stabilizing cooperation".
The release of the new "Plan" signifies that policy resources will be more accurately tilted towards operating entities that have a significant effect on integrating agriculture with farmers, truly establishing close benefit connections and effectively increasing farmers' incomes. Innovative models that align with policy advocacy are expected to be rapidly replicated and promoted, benefiting more farmers and achieving a dual leap in commercial and social value.
