Notice from the Ministry of Finance on the Allocation of Budget for Market Regulation Fund of the Lottery Market in 2026
In accordance with the provisions of the Regulations on Lottery Administration, the Implementation Rules, the Notice of the Ministry of Finance on Printing and Distributing the Measures for the Central Government's Special Transfer Payments to Local Governments (CaiYu [2015] No. 230), and the Notice of the Ministry of Finance on Printing and Distributing the Measures for the Management of Lottery Market Regulation Funds (CaiZong [2021] No. 17) and other relevant regulations, the Ministry of Finance hereby notifies the following matters related to the allocation of the budget for the market regulation fund of the lottery market in 2026:
1. The amount of the market regulation fund for the lottery market in 2026 is determined based on the ratio of the total population to the number of sales outlets in each region, the average annual sales volume of each sales outlet, the development of instant lottery tickets, the market order of local lottery markets, application factors, fund performance, etc. The specific amount can be found in the "2026 Lottery Market Regulation Fund Budget Allocation Table". The project code for this fund is 10000022Z220309000001, included in the 2026 government revenue and expenditure classification items 1100499 "Other Income" and 2290808 "Lottery Market Regulation Fund Expenditure."
2. Your provincial (autonomous region, municipality directly under the central government) finance department (bureau) shall strictly follow the relevant provisions of the document CaiZong [2021] No. 17 and the Notice of the Ministry of Finance on the Early Allocation of the Budget for the Market Regulation Fund of the Lottery Market in 2026 (CaiZong [2025] No. 43), along with the requirements of this notice. Considering the overall objectives of the lottery market regulation for this year, the budget arrangement for the business fees of lottery sales institutions, and other factors, you should review and allocate the budget in accordance with the requirements, and promptly transmit the budget and performance targets to the local supervisory authority of the Ministry of Finance.
3. Your provincial (autonomous region, municipality directly under the central government) finance department (bureau) shall strengthen the execution and performance management of the lottery market regulation fund budget, monitor the performance operation, and urge the units to make timely rectifications for any problems found during monitoring.
4. Your provincial (autonomous region, municipality directly under the central government) finance department (bureau) shall strictly carry out the self-evaluation of the performance of the lottery market regulation fund according to requirements. You should coordinate the overall use of the lottery market regulation fund in the local area and submit a comprehensive self-assessment report on the performance of the local lottery market regulation fund in a timely manner. Ensure that the self-assessment results are real, accurate, and objective. At the same time, strengthen the application of evaluation results to improve the efficiency of financial fund utilization.
