Recently, the Ministry of Industry and Information Technology issued a notice to officially launch the Artificial Intelligence Technology Ethics Review and Service Pilot Program. Building on the provinces where the National Artificial Intelligence Industry Innovation and Application Pilot Zones are located, this program aims to explore the implementation path for artificial intelligence technology ethics review and services. The pilot program includes four key tasks: refining provincial artificial intelligence technology ethics review system standards, enhancing urban technology ethics collaborative governance mechanisms; guiding various types of innovative entities to establish artificial intelligence technology ethics committees and explore the establishment of artificial intelligence technology ethics review and service centers; conducting artificial intelligence technology ethics review practices, organizing high-risk artificial intelligence technology activities, technology ethics expert review, and promoting the development and validation of standards related to artificial intelligence ethics risk assessment, committee establishment, and more. Additionally, it aims to establish an agile governance network at the departmental, provincial, and municipal levels, improve review reporting mechanisms, establish artificial intelligence technology ethics risk information reporting mechanisms, and enhance risk warning and push mechanisms.
