The Hong Kong government will continue to follow the strategy of ensuring safety, effective diversion, complete support, and simplified application, steadily increasing the number of "Guangdong vehicles traveling to the south".
On April 29th, the Director of Transport and Logistics in Hong Kong, Chen Meibao, stated at a Legislative Council meeting that starting from December 9th, 2025, eligible private vehicles from Guangdong (part of the Greater Bay Area) will be able to apply to enter Hong Kong. By the end of March 2026, the Hong Kong Transport Department had received approximately 6,300 applications, issued over 5,000 permits, and had booked over 3,500 trips. According to data from Hong Kong Customs, around 90% of vehicles stayed in Hong Kong for one to two days as of March 2026. In a written response to inquiries from Legislative Council members, Chen Meibao stated that the overall operation of the "Guangdong vehicles coming to Hong Kong" scheme has been orderly and smooth, with positive feedback from users and general support from Hong Kong residents. The Hong Kong government will continue to gradually increase the number of Guangdong vehicles entering Hong Kong based on the strategy of ensuring safety, effective diversion, comprehensive facilities, and simplified application procedures. The government is working with Guangdong authorities to gradually expand the scheme from the current four cities in Guangdong Province Guangzhou, Zhuhai, Zhongshan, and Jiangmen to other cities in a steady and controlled manner. The government will announce further arrangements in due course. In terms of facilities, parking lots near tourist hotspots can now accommodate the parking needs of Guangdong vehicles, and the 83 national standard charging stations in Hong Kong can support over 1,600 national standard electric vehicles, meeting the charging needs for electric vehicles during their stay in Hong Kong. As for insurance, six Hong Kong insurance companies currently offer short-term insurance products to vehicle owners coming to Hong Kong through the scheme, ensuring the insurance industry can meet the increased demand for insurance policies. Chen Meibao further stated that the Hong Kong government has been working closely with Guangdong authorities to promote various measures under the Global Top E-Commerce initiative, facilitating connectivity and integration within the Greater Bay Area. With active participation from the hotel and retail industries in Hong Kong, discounts on accommodation, consumption, and parking have been introduced for "Guangdong vehicles coming to Hong Kong" passengers, providing mainland visitors with more convenient and flexible travel options. This benefits Hong Kong residents and businesses, opens up new opportunities for cooperation between Guangdong and Hong Kong enterprises, strengthens bilateral trade and investment between the two regions, drives economic growth in Hong Kong, and makes it easier for mainland visitors to access global markets. The Hong Kong government will continue to utilize initiatives like "Guangdong vehicles coming to Hong Kong" and deepen tourism collaboration with cities in the Greater Bay Area, aiming to provide a great experience for visitors to Hong Kong and inject new impetus into the tourism industry.
