The Ministry of Industry and Information Technology and four other departments jointly launched a special law enforcement action to regulate the recycling and utilization of waste power batteries.
The Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the "Notice on Carrying out a Joint Law Enforcement Special Action to Regulate the Recycling and Utilization of Waste Power Batteries" today. According to the principle of "division of labor, cooperation, coordination, and joint management," the Notice clarifies the regulatory and law enforcement tasks in five major areas. In the field of industry and information technology, the focus is on the uploading of traceability information of power batteries, the transfer of waste power batteries, and the relevant departments will work together to investigate and deal with behaviors such as refusal to submit or submitting false traceability information, and illegal sales in accordance with the law and regulations. The central government and the State Council attach great importance to the recycling and utilization of waste power batteries of new energy vehicles. In February 2025, the State Council executive meeting reviewed and approved the "Action Plan for Establishing a System for Recycling and Utilization of New Energy Vehicle Power Batteries," proposing to comprehensively strengthen the supervision and management of the full chain of recycling and utilization of new energy vehicle power batteries and accelerate the construction of a standardized, safe, and efficient recycling and utilization system. To implement the work deployment of the action plan, in accordance with the inter-departmental regulations of the "Interim Measures for the Management of Recycling and Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles", the Notice focuses on the prominent problems faced by the recycling and utilization of waste power batteries for new energy vehicles, establishes and improves a collaborative supervision mechanism as the starting point, strengthens full-chain supervision, and is an important measure to standardize the industry order.
