Hong Kong Transport Department: Online renewal of vehicle licenses increased to 28%, will introduce AI to optimize application process
The Transport Department of Hong Kong is actively promoting the electronicization of licensing services. The latest data shows that the proportion of vehicle license renewals conducted online has increased to 28% in 2025, a significant increase from about 17% in 2024. Meanwhile, the proportion of online applications for renewing official driving licenses and international driving permits is 48% and 56% respectively.

The Transport Department of Hong Kong stated that it will further use artificial intelligence technology to optimize the application process and allocate manpower saved to the counter services that must be handled in person.
The Hong Kong Transport Department pointed out that the counter services for issuing Hong Kong driving licenses without a test have been fully implemented for online reservations since the 16th of last month. Since the introduction of the new measures a month ago, the reservation system has been operating smoothly and steadily. The department believes that the new arrangement not only facilitates different types of applicants but also helps in efficiently managing the flow of people, thereby enhancing overall service efficiency.
Looking ahead, the Hong Kong Transport Department stated that it will continue to promote the digitalization of license services and gradually allocate the manpower saved from online processing to services such as issuing licenses without a test that must be handled in person at the counter, in order to better cope with the growing service demands.
