1. Coordinating the development of urban and rural employment opportunities. Expanding employment opportunities in counties and towns, tapping into the employment potential in areas such as convenient services, cultural tourism, emerging economies, winter sports, and inbound economies, developing grassroots employment positions that cater to the characteristics of urban and rural workers, especially young people such as college graduates, and creating more high-quality employment positions.
2. Coordinating the equalization of urban and rural employment public service systems. Tailoring the creation of equal and accessible employment service outlets between urban and rural areas, strengthening cross-regional labor connections and employment information matching, supporting the cultivation of labor brands with characteristics, reputation, and scale in various regions, enhancing guidance on models such as "technology innovation + entrepreneurship," "industrial development + entrepreneurship," "occupational skills + entrepreneurship," and "livelihood demand + entrepreneurship," and supporting various talents to return to their hometowns for entrepreneurship.
3. Coordinating the allocation of training resources for urban and rural areas. Creating a coordinated urban and rural training model, supporting training cooperation between labor input and output areas, implementing project-based training that integrates "job demand + skill training + skill evaluation + employment services," supporting technical schools to expand enrollment of rural youth of appropriate age, and improving the effectiveness of urban and rural training.
4. Coordinating the protection of the rights and interests of urban and rural workers. Promoting the citizenship of migrant agricultural workers in an orderly manner, implementing a system where basic public services are provided at the place of permanent residence, eliminating unreasonable restrictions or employment discrimination based on household registration, identity, age, and other factors that affect equal employment, and improving the social insurance system.
5. Coordinating employment assistance for disadvantaged groups in urban and rural areas. Improving the employment assistance system, strengthening employment assistance for those who have been lifted out of poverty but are at risk of falling back into poverty and for those who may face the risk of falling back into poverty after leaving poverty alleviation policies, and fully utilizing the urban and rural employment safety net policies.
The "Opinions" emphasize the importance of implementing employment priority policies, enhancing the coordination of urban and rural employment, entrepreneurship, vocational training, rights protection, and safety net systems, strengthening the coordination between labor input and output areas, promoting bidirectional flow of labor between urban and rural areas, equal employment opportunities, and rational allocation of resources. By the end of the 14th Five-Year Plan period, the channels for urban and rural workers to find employment will be further opened, the balance of urban and rural employment services and vocational training resources will be further improved, the fair employment environment in urban and rural areas will be further enhanced, better promoting high-quality full employment, and better supporting high-quality economic and social development.
The "Opinions" require the improvement of the employment statistical monitoring system covering urban and rural areas, effective expansion of rural employment service supply, and encouragement of local exploration and innovation as pilot projects. Local governments are urged to strengthen organizational leadership and implement the measures according to local conditions.
