Hong Kong Policyholders Secure HK$13.6 Million in Compensation Following Surge in Claims Disputes

The Hong Kong Insurance Complaints Bureau saw a 32.7% rise in new cases in 2025, reaching 857 disputes primarily driven by medical and travel insurance, ultimately resulting in HK$13.6 million in total compensation for policyholders.

The Insurance Complaints Bureau (ICB) in Hong Kong reported a significant escalation in dispute filings for the year 2025, according to data released by the Insurance Claims Complaints Panel. The organization registered 857 new cases, representing a 32.7% increase compared to the 646 cases documented in 2024. This growth follows a consistent upward trajectory observed over several years, with previous totals of 616 in 2023, 607 in 2022, and 512 in 2021. The majority of these grievances were concentrated within the sectors of medical and travel insurance.

According to panel member Orchis Li Tzy-lan, this surge in volume may be attributed to heightened public awareness of the bureau’s role as an accessible intermediary. The ICB offers a transparent, cost-free, and efficient mechanism for resolving conflicts, which likely encourages policyholders to seek formal redress when they disagree with an insurer’s decision.

Regarding the resolution of these disputes, the panel successfully closed 447 claim-related cases during the 2025 period. Of these, 11 rulings were decided in favor of the policyholders, while the original decisions of the insurance providers were upheld in 45 instances. Furthermore, 113 cases reached a conclusion through mutual settlements between the involved parties.

The financial outcomes of these proceedings were substantial. A total of 124 complainants secured compensation amounting to approximately HK$13.6 million. Within this figure, HK$12.5 million was derived from negotiated settlements, while the panel itself awarded roughly HK$1.1 million. The most significant individual award recorded during the year totaled approximately HK$820,000. These figures underscore the bureau's active role in facilitating financial recovery for policyholders in an increasingly active insurance market.
