On April 9th, the General Office of the State Council issued a notice on "Several Measures to Accelerate the Construction of a Tiered Diagnosis and Treatment System." Among them, it proposes to strengthen the diagnosis and treatment of common diseases and the management of chronic diseases at the grassroots level. Superior hospitals in closely integrated medical alliances are required to establish outpatient departments for common diseases and chronic diseases such as hypertension, diabetes, and chronic obstructive pulmonary disease at grassroots medical and health institutions, providing diagnosis, treatment, and health management services. They are also required to extend the general outpatient services of expert teams to grassroots medical and health institutions, gradually increasing the proportion of patients with common diseases and chronic diseases seeking care at the grassroots level. For eligible chronic disease patients, grassroots medical and health institutions can issue long-term prescriptions for up to 12 weeks of medication at a time.
