On April 3, the General Office of the Ministry of Industry and Information Technology and the General Office of the Supply and Marketing Cooperative issued a "Notice on Further Strengthening the Construction of the Recycling and Utilization System for Lithium-ion Batteries of Electric Bicycles." Among them, it was proposed to leverage the role of supply and marketing cooperatives in the recycling and utilization network of renewable resources. Localities are encouraged to utilize the three-level recycling system supported by recycling points, transfer stations, and sorting centers with the participation of supply and marketing cooperative enterprises and other business entities to guide electric bicycle manufacturers, lithium battery manufacturers, and renewable resource recycling companies to cooperate with supply and marketing cooperative enterprises, and to establish temporary storage points and recycling service outlets for lithium batteries through joint construction or commissioned construction, in accordance with practical work. It also encourages supply and marketing cooperatives at all levels to guide the recycling of lithium batteries, storage, and other key links, coordinate with lithium battery comprehensive utilization enterprises, and promote the standardized comprehensive utilization of lithium batteries. Additionally, efforts are focused on linking transfer stations, sorting centers with comprehensive utilization enterprises, encouraging the graded and quality use of recycled resources, and enhancing the value-added utilization level of recycled resources. The original text also includes directives on strengthening the role of leading enterprises in the recycling industry of renewable resources, supporting the application of digital technology for monitoring the flow of lithium batteries, and specifying requirements on how industrial and information technology departments and supply and marketing cooperatives should work together to promote the recycling and utilization system for lithium-ion batteries of electric bicycles.
