The Hong Kong Consumer Council sets licensing and regulatory objectives.
The property management industry in Hong Kong has entered a new era where property management companies and related practitioners must all be licensed.
On April 1st, Hong Kong's Property Management Services Authority (HKPMSA) announced a series of service objectives regarding the licensing and regulation of property management (PM) industry, aiming to enhance the quality of public services provided by the authority and improve work transparency.
Established under the Property Management Services Ordinance (Cap. 626) (the Ordinance), the PM licensing regime has been in effect since August 2020, and the three-year transition period under the licensing regime successfully ended on July 31, 2023. Hong Kong's property management industry has now entered a new era where all PM companies and related practitioners are required to hold licenses. After processing various license applications and regulatory work, HKPMSA has accumulated operational experience and data, leading to the formulation of a set of suitable and feasible service objectives regarding licensing and regulation matters, including:
The first service objective above has already come into effect, while the second to sixth objectives will be implemented starting today (April 1, 2026).

As the statutory regulatory body of the PM sector, we hold ourselves to the same rigorous standards to continuously enhance the quality of our public services. The formulation of this series of licensing and regulatory service objectives is aimed at further increasing the transparency of HKPMSA's work, enabling the industry and the general public to have a clearer understanding of our service commitments and actual performance. This year marks the passage of the Ordinance and the tenth anniversary of HKPMSA's establishment, and we will continue to strive for excellence, improve service efficiency, elevate the level of professionalism in the PM industry, and work together with the industry to create a better community for the public."
