On March 30th, the Hong Kong government announced the appointment of senior officials. The current Commissioner for Tourism, Zoe Marie Tsang, will become the Permanent Secretary for Financial Services and the Treasury (Financial Services) on May 26th, succeeding Mable Chan, who will be retiring and taking pre-retirement leave. The current Director of Transport, Eric Li, and the current Deputy Secretary for Commerce, Industry and Tourism, Charles Yip, will respectively assume the roles of Permanent Secretary for Commerce and Economic Development and Director of Transport on April 1st. Additionally, the current Deputy Secretary for Constitutional and Mainland Affairs, Jacky Shi, will become the Director of Government Industry on May 6th, succeeding Tommy Fung, who will be retiring and taking pre-retirement leave. Regarding the appointments of Zoe Marie Tsang, Eric Li, Charles Yip, and Jacky Shi, the Secretary for the Civil Service, Yang Ho, said, "The colleagues involved in this rotation are seasoned government officials with outstanding leadership and management capabilities. We are confident that they will continue to provide professional and efficient services to the public in their new positions." For the two retiring senior officials, Yang Ho expressed gratitude for their over 30 years of loyal service, dedication to serving the public, significant contributions to the government, and wished them a fulfilling and enjoyable retirement. Yang Ho stated, "During her tenure as Permanent Secretary for Financial Services and the Treasury (Financial Services), Mable Chan oversaw several major policy measures to safeguard the stability of Hong Kong's financial system and enhance the competitiveness of the financial market. She worked to promote regulatory reform, drive innovation in the capital markets, facilitate the development of asset and wealth management businesses, as well as expand and deepen connectivity between the Mainland and Hong Kong markets. These policies have solidified Hong Kong's position as a leading international financial center." Regarding Tommy Fung, Yang Ho said, "During his tenure as Director of the Government Industries Department, Tommy Fung led the department to meet the government's needs for suitable industries. He worked to advance technological solutions within the department to optimize government property management, providing crucial support for efficient public services." Below are the personal profiles of the six officials: Mable Chan Mable Chan joined the Administrative Officer Grade in July 1988 and was promoted to Senior Principal Executive Officer Grade A in April 2022. She has served in multiple decision-making departments, including the former Administration Wing, former Transport Branch, former Trade and Industry Department, former Colonial Secretariat Office, former Commerce and Industry Branch, former Financial Services Branch, former Economic Development and Labour Bureau, former Health, Welfare and Food Bureau, the Hong Kong Special Administrative Region Government Economic and Trade Office in Geneva, and the former Home Affairs Branch. She served as Deputy Secretary for Financial Services and the Treasury from October 2011 to August 2016, Director of Industry and Trade from August 2016 to August 2020, and from August 2020 onwards, she has been the Permanent Secretary for Financial Services and the Treasury. Tommy Fung Tommy Fung joined the Administrative Officer Grade in August 1990 and was promoted to Senior Principal Executive Officer Grade B in April 2023. He has served in various decision-making departments, including the former Radio Television Department, former Industrial Department, former Administration Wing, former Planning, Environment and Lands Branch, former Health, Welfare and Food Bureau, and the Housing Department. He served as Deputy Secretary for Food and Health from May 2016 to July 2019, Deputy Director of Radio at Radio Television Hong Kong from July 2019 to September 2021, and has been the Director of the Government Industries Department since September 2021. Zoe Marie Tsang Zoe Marie Tsang joined the Administrative Officer Grade in September 1992 and was promoted to Senior Principal Executive Officer Grade A in April 2025.
