Hong Kong will leverage its advantages in international standard connectivity, international data exchange, global financing, industry-academia-research collaboration, and result commercialization to work with Beijing and Macau to create an innovative ecosystem for artificial intelligence. This will drive collaborative efforts in cutting-edge fields such as ubiquitous intelligence, industrial intelligence, and edge AI, supporting the global debut of excellent technology and products in Hong Kong. Leveraging platforms such as InnoHK and the Hong Kong Artificial Intelligence R&D Institute, the aim is to expand into international markets.
On March 27, Ms. Annie Choi Man-Li, Deputy Director of the Innovation and Technology Bureau of Hong Kong, delivered a speech at the annual Beijing-Hong Kong-Macau Science and Technology Innovation Forum during the Beijing Centergate Technologies Forum. She pointed out that the national "15th Five-Year Plan" clearly identifies artificial intelligence as the core engine to drive industrial transformation and cultivate new productive forces. The Beijing-Tianjin-Hebei region and the Guangdong-Hong Kong-Macau Greater Bay Area are important engines for national innovation and development, with complementary advantages and vast cooperation space. Hong Kong, as an important international innovation and technology center in the country, serves as a bridge connecting the mainland to the global market. It is committed to driving new industrialization with artificial intelligence, shaping new productive forces, and helping the country build a modern industrial system and enhance its voice and influence in global artificial intelligence development.
She mentioned that Hong Kong is systematically promoting the development of artificial intelligence across the entire value chain, including the establishment of the AI+ and Industrial Development Strategy Committee, the forthcoming operation of the Hong Kong Artificial Intelligence Research Institute, and the construction of the Sha Ling Data Park to create a leading computing power hub in the Asia-Pacific region. Through the billion-dollar Innovation and Technology Industry Support Fund and the three billion-dollar Artificial Intelligence Funding Program, Hong Kong is strengthening research, computing power, capital, and talent support to establish a safe and trustworthy artificial intelligence governance framework.
Hong Kong will leverage its advantages in international standards alignment, international data interoperability, global financing, industry-academia research collaboration, and technology transfer to jointly create an innovative ecosystem for artificial intelligence with Beijing and Macau. They will jointly promote research in advanced areas such as personalized intelligence, industrial intelligence, and edge AI, support the global debut of innovative technologies and products in Hong Kong, and expand international markets through platforms like InnoHK and the Hong Kong Artificial Intelligence Research Institute.
Ms. Choi also emphasized that Hong Kong is actively promoting the development of the microelectronics sector, with two pilot lines set to launch at the Yuen Long Microelectronics Center this year to support the transformation and industrialization of results from "one to N". Yuen Long will further be developed into a microelectronics industrial park. The Hong Kong government is also actively encouraging top companies like GigaDevice Semiconductor Inc., which have completed dual listings on the "A+H" platforms, to establish research, pilot, and headquarters bases in Hong Kong, linking with the Hong Kong pilot platform, international capital, and overseas networks to create a clustering effect in the industry.
In addition, Ms. Choi visited leading companies in the field of personalized intelligence, such as Beijing Siasun Robot & Automation Technology Co., Ltd. and Guangzhou Siasun Robot & Automation Co., Ltd., as well as met with representatives from companies such as Xinghai Tu, Mechamede, and YUNJI Technology. She emphasized that personalized intelligence is an important direction for the industrialization of artificial intelligence, and Hong Kong has advantages in basic research, international certification, market application, and alignment with standards. Hong Kong can help mainland enterprises develop an internationalized personalized intelligence accelerator, providing one-stop support for international validation, technology showcases, and overseas expansion to accelerate their entry into the global market.
