On March 27, the Ministry of Commerce announced that by 2025, the scale of digital consumption by Chinese residents will reach 25.3 trillion yuan, an increase of 8.7% year-on-year. Among them, digital service consumption will increase by 12.5%, becoming the main driving force for the growth of digital consumption. E-commerce is driving offline consumption to be more active, with offline digital consumption increasing by 13.8%.
On March 27, the Ministry of Commerce released news that by 2025, China's resident digital consumption scale will reach 25.3 trillion yuan, a year-on-year increase of 8.7%, with digital service consumption growing by 12.5%, becoming the main engine driving the growth of digital consumption. E-commerce has further stimulated offline consumption, with offline digital consumption growing by 13.8%.
To implement the decisions and arrangements of the Party Central Committee and the State Council, in August 2025, the Ministry of Commerce and 8 other departments issued the "Guiding Opinions on vigorously developing digital consumption to jointly create a better life in the digital era". Local governments and departments attach great importance to this, and have issued more than 40 supporting documents and standards. Digital technology has been deeply integrated into sectors such as culture and tourism, healthcare, and urban services, with new scenarios such as immersive cultural tourism, intelligent diagnosis and treatment, and drone delivery widely implemented. The institutional framework in areas such as digital governance, data security, and intellectual property rights continues to improve, helping to build a secure, standardized, healthy, and inclusive digital consumption ecosystem.
In the next step, the Ministry of Commerce will continue to deepen interdepartmental collaboration, focus on optimizing supply, expanding scenarios, improving support, and regulating the environment, to promote the quality, expansion, and efficiency of digital consumption, and better serve the construction of a new development pattern and facilitate high-quality development.
