Ministry of Commerce: Anti-dumping duties will be imposed on imported chloroprene rubber originating from Japan and Canada starting from March 14th.
According to Article 38 of the Anti-Dumping Regulations, the Ministry of Commerce submits a proposal to the Customs Tariff Commission of the State Council for levying anti-dumping duties. The Customs Tariff Commission of the State Council makes a decision based on the proposal of the Ministry of Commerce. Starting from March 14, 2026, anti-dumping duties will be imposed on imported chlorinated isobutylene rubber originating from Japan and Canada.
On March 13, the Ministry of Commerce announced the final ruling of the anti-dumping investigation on imported halogenated butyl rubber originating from Japan, Canada, and India. The investigative authorities finally ruled that imported halogenated butyl rubber originating from Japan and Canada was being dumped, causing substantial harm to the domestic industry of halogenated butyl rubber, and there was a causal relationship between the dumping and the harm. According to Article 38 of the Anti-Dumping Regulations, the Ministry of Commerce proposed to the Tariff and Taxation Commission of the State Council to impose anti-dumping duties, and the Tariff and Taxation Commission of the State Council made the decision based on the Ministry of Commerce's proposal. Starting from March 14, 2026, anti-dumping duties will be imposed on imported halogenated butyl rubber originating from Japan and Canada.
The announcement, numbered 15 of 2026, was published by the Ministry of Commerce regarding the final ruling of the anti-dumping investigation on imported halogenated butyl rubber originating from Japan, Canada, and India.

Physical and chemical properties: Halogenated butyl rubber is a product of the reaction of butyl rubber with a halogenating agent, which is an improved product of regular butyl rubber. Halogenation reactions include chlorination and bromination, so halogenated butyl rubber can be classified into chlorinated butyl rubber and brominated butyl rubber. The product form of halogenated butyl rubber is white to light amber-colored blocks. Halogenated butyl rubber has the characteristics of fast vulcanization speed, good compatibility with other unsaturated rubbers, high tackiness, and adhesiveness.
Main uses: Halogenated butyl rubber is mainly used for inner tubes without tubes, heat-resistant inner tubes, heat-resistant hoses and conveyor belts, medicinal bottle stoppers, shock absorbers, adhesives, and sealing materials, among others.
This product falls under the jurisdictions of the Import and Export Tariff of the People's Republic of China: 40023910 and 40023990.
The anti-dumping tax rates imposed on companies are as follows:
Japanese companies
1. Japan Butyl Co., Ltd. - 15.0%

Canadian companies

2. Other Canadian companies - 13.8%
The method for imposing anti-dumping duties requires importers to pay the corresponding anti-dumping duties to the Customs of the People's Republic of China when importing halogenated butyl rubber originating from Japan and Canada. The anti-dumping tax is calculated based on the declared import price determined by the customs, with the formula: Anti-dumping tax amount = declared import price determined by the customs anti-dumping tax rate. Import value-added tax is calculated based on the declared import price determined by the customs plus tariffs and anti-dumping taxes as the taxable price.
Anti-dumping taxes retroactively imposed on importers from August 14, 2025, to December 13, 2025 (inclusive), according to the initial ruling, will be calculated and converted to anti-dumping taxes based on the product scope and tax rates determined by the final ruling, along with the corresponding import value-added tax rate. Any excess of the security deposit provided by relevant importers during this period will be refunded by customs, and the excess import value-added tax will also be refunded, while the underpaid portion will no longer be collected. For importers who provided relevant security deposits to the Customs of the People's Republic of China from December 14, 2025, to March 13, 2026 (inclusive), based on the initial ruling, customs will refund the deposits.
There will be no retroactive imposition of anti-dumping duties on halogenated butyl rubber originating from Japan and Canada imported prior to the implementation of the temporary anti-dumping measures.
The implementation period for collecting anti-dumping duties on the investigated products will be five years, starting from March 14, 2026.
For new exporters from Japan and Canada who did not export the investigated products to the People's Republic of China during the investigation period, if they meet the requirements, they can apply for new exporter reviews in writing to the investigative authorities according to Article 47 of the Anti-Dumping Regulations.
During the period of collecting anti-dumping duties, related parties can apply for periodic reviews in writing to the investigative authorities according to Article 49 of the Anti-Dumping Regulations.
For those who are dissatisfied with the final ruling and the decision to impose anti-dumping duties, they can apply for administrative reconsideration in accordance with Article 53 of the Anti-Dumping Regulations, or file lawsuits with the People's Court in accordance with the law.
This announcement will take effect from March 14, 2026.
