Preliminary calculations show that the total marine gross domestic product of the country in 2025 is 11,018 billion yuan, an increase of 5.5% over the previous year, accounting for 7.9% of the total domestic gross domestic product, an increase of 0.1 percentage points from the previous year.
On March 13, the Ministry of Natural Resources released the "2025 China Ocean Economy Statistics Report". Preliminary calculations show that in 2025, the total marine production value in the country reached 11.018 trillion yuan, an increase of 5.5% from the previous year. The proportion of the marine production value to the national GDP was 7.9%, an increase of 0.1 percentage points from the previous year.
In terms of the three industries, the value added in the first industry of the ocean was 492.3 billion yuan, the second industry was 410.17 billion yuan, and the third industry was 642.4 billion yuan, accounting for 4.5%, 37.2%, and 58.3% of the total marine production value respectively. In 2025, the value added in 15 marine industries was 458.14 billion yuan, an increase of 6.0% from the previous year. The value added in marine scientific research and education was 739.5 billion yuan, an increase of 5.9% from the previous year. The value added in marine public management services was 181.23 billion yuan, an increase of 6.0% from the previous year. The upstream and downstream related industries in the ocean saw increases of 15.223 billion and 23.625 billion yuan respectively, with growth rates of 5.6% and 3.8% from the previous year.
The traditional marine industries experienced steady and rapid development. The supply capacity of marine aquatic products continued to increase, with diversified sales and rapid delivery services such as e-commerce live streaming accelerating their layout. The supply capacity of marine oil and gas resources continued to strengthen, with marine crude oil and natural gas production increasing by 3.4% and 17.0% respectively over the previous year. The marine engineering and construction industry developed steadily, with significant achievements in the intelligent and green construction of offshore transportation infrastructure. The marine shipbuilding industry continued to grow rapidly, maintaining a leading international market share in terms of new ship orders, completed ship orders, and outstanding ship orders, highlighting the significant achievements in green, low-carbon, large-scale, and high-end development. The marine chemical industry grew rapidly, with a trend of increasing quantity and decreasing price for major chemicals. The marine transportation industry developed steadily and rapidly, with marine freight volume and cargo turnover increasing by 5.1% and 6.8% respectively from the previous year. The marine tourism industry saw rapid development, with a total value added of 1.6273 trillion yuan, an increase of 5.9% from the previous year. The integration of marine culture and tourism was a bright spot, with the number of cruise passengers increasing by 25.3% compared to the previous year.
Emerging marine industries continued to grow and develop. The marine engineering equipment manufacturing industry saw a rapid recovery, with a value added increase of 10.2% from the previous year. The marine pharmaceutical and biological products industry maintained steady development, with deepening research and development of marine biomedicine and biological products, and accelerated emergence of innovative achievements. The offshore wind power market continued to expand, with the newly added grid-connected capacity increasing by over 60% from the same period of the previous year, and significant progress in the integration development of "offshore wind power+". The steady development of seawater desalination and comprehensive utilization industry, with a completed seawater desalination project scale exceeding 2.9 million tons per day and a continuous stable growth in direct seawater utilization.
