Secretary for Home Affairs: The first five-year plan for Hong Kong will be formulated this year to promote better integration and service to the overall development of the country.

On March 5th, Hong Kong Chief Executive John Lee Ka-chiu attended the opening ceremony of the fourth session of the 14th National People's Congress. John Lee Ka-chiu stated that the Hong Kong Special Administrative Region government would construct a systematic policy framework, proactively align with the national "14th Five-Year Plan," make more comprehensive, precise, and detailed strategic deployments in key development areas, and formulate the first five-year plan for Hong Kong with macro, strategic, and forward-looking perspectives. He further indicated that all policy bureaus in Hong Kong have formed preparatory groups and begun preparations as per his instructions earlier. These preparatory groups will transition to engage with the planning groups for the "14th Five-Year Plan" and work full speed to complete the Hong Kong Five-Year Plan within the year, outlining the development vision, core objectives, key areas, and major initiatives for the next five years in Hong Kong, providing a clear roadmap and timetable for the socio-economic development of Hong Kong and promoting better integration with and service to the national development overall.
John Lee Ka-chiu pointed out that the Hong Kong SAR government will continue to consolidate and enhance Hong Kong's status as an international financial, shipping, and trade center, comprehensively build an international innovation and technology center and a hub for international high-end talent gathering, and promote more high value-added industries to settle in the northern metropolitan area. While continuing to strengthen ties with traditional economic entities, Hong Kong will actively explore emerging markets. The Hong Kong SAR government has established a special team for mainland businesses going global, to align with the flourishing productivity in the mainland, Hong Kong's internationally renowned professional services, and the eager needs of global buyers and to collaboratively assist quality enterprises in going global and attracting international funding, solidly promoting high-quality economic development. The SAR government will also more vigorously safeguard and improve people's livelihoods and provide a broader stage for the upward mobility of young people. John Lee Ka-chiu stated that Hong Kong will continue to enhance its international competitiveness, deepen international exchanges and cooperation, strengthen the role of being a bridge between internal and external connections, achieve better development for Hong Kong, and make greater contributions to the construction of a strong country and the great rejuvenation of the Chinese nation.
He also mentioned that this year is the beginning of the national "14th Five-Year Plan" and an important year for further comprehensively deepening reform, which is of significant importance to the practice of "One Country, Two Systems." The Hong Kong SAR government will effectively fulfill its role as the first responsible person, steadfastly implement the principles of "One Country, Two Systems," "Hong Kong people governing Hong Kong," and a high degree of autonomy, unite all sectors of society to further comprehensively deepen reforms, better leverage the advantages of the "One Country, Two Systems" system and Hong Kong's unique international advantages, and open up Newland Pharmaceutical development, fully develop the economy, improve people's livelihoods, and explore new areas of growth.
