The Hong Kong Special Administrative Region Government recently released the "Updated Hong Kong Electric Vehicle Popularization Roadmap", which specifically mentioned Jinjing Xineng Group (01783) and its "first power battery processing facility in Hong Kong", listing it as a key supporting facility to enhance the green transportation ecosystem in Hong Kong and promote circular economy.
The Hong Kong Special Administrative Region Government recently released the "Updated Roadmap for the Popularization of Electric Vehicles in Hong Kong" (referred to as the "Updated Roadmap"), specifically mentioning ENVISION GREEN Group (01783) subsidiary "Hong Kong's first power battery disposal facility" and listing it as a key supporting facility to improve Hong Kong's green transportation ecosystem and promote the circular economy. The "Updated Roadmap" comprehensively reviews the achievements of electric vehicle technology development in Hong Kong over the past 10 years and once again reaffirms the sustainable development goals of stopping the registration of new gasoline private cars by 2035 or earlier and achieving zero emissions from vehicles by 2050. Data shows that from 2021 to 2025, the number of electric vehicles in Hong Kong is expected to increase more than fourfold, reaching approximately 149,000 by the end of 2025. At the same time, electric vehicle batteries are entering a peak retirement period, and establishing a standardized and large-scale recycling system has become an essential part of the green transformation. The Hong Kong government has already made arrangements for the disposal of retired batteries when it issued the first "Roadmap for the Popularization of Electric Vehicles in Hong Kong" in 2021. The "Updated Roadmap" further elaborates on the progress of relevant measures and deepens subsequent plans, including promoting Hong Kong's first large-scale electric vehicle battery recycling facility, implementing a producer responsibility scheme for electric vehicle batteries, and establishing a thematic group for the construction of a "Waste-Free Bay Area" to strengthen policy coordination, technology exchange, and project cooperation between Guangdong and Hong Kong. The "Updated Roadmap" mentions that the electric vehicle battery recycling facility being built in the EcoPark is a model of using cutting-edge technology locally to convert retired electric vehicle batteries into resources, not only creating a favorable environment for the future implementation of the producer responsibility scheme for electric vehicle batteries but also supporting the construction of a "Waste-Free Bay Area". As a core project to support the implementation of government policies, the recycling facility under ENVISION GREEN is expected to be officially operational in the first half of 2026. Once operational, the facility is expected to process up to 10,000 metric tons per year (approximately 20,000 sets of power batteries), reversing Hong Kong's long-term dependence on overseas processing of retired power batteries and providing solid environmental support for the popularization of electric vehicles in Hong Kong, promoting the high-quality development of Hong Kong's new energy industry. In terms of the recycling process, the facility employs a classification disposal approach: reusable batteries are subjected to "secondary applications" (such as fixed energy storage systems), while batteries that cannot be reused are physically crushed and the raw materials are recycled, with the resulting black powder supplied to mainland China and surrounding areas, achieving the recycling of critical raw materials. Meanwhile, the facility is also reserving ample space for future capacity expansion. Raymond Siu, Director of the Environmental Protection Department of Hong Kong, emphasized in a written response to questions from legislative councillors that "this recycling facility not only promotes the development of the electric vehicle battery recycling industry, enhances Hong Kong's role in the regional green industry chain, but also provides a good example for mutual cooperation in environmental protection industries in the Guangdong-Hong Kong-Macau Greater Bay Area". He also stated that the Hong Kong government is consulting the industry on the operation of the producer responsibility scheme for electric vehicle batteries and is expected to consult the Legislative Council's Panel on Environmental Affairs on implementation details within 2026.
