On February 4th, Professor Sun Dong, the Secretary for Innovation and Technology of Hong Kong, spoke at the Legislative Council meeting on the motion of "Further speeding up the construction of a good metropolis in the northern region and promoting the better development of the innovation and technology industry in Hong Kong".
On February 4th, during the Legislative Council meeting on the motion on "further accelerating and improving the construction of the Northern Metropolis Area and promoting the better development of Hong Kong's innovation and technology industry", Professor Sun Dong, the Secretary for Innovation and Technology and Industrial, stated that the Hong Kong Special Administrative Region government is actively promoting new industrialization, assisting the manufacturing industry in Hong Kong to upgrade and transform using innovative technology, and supporting potential or representative innovation and technology enterprises to develop, settle, or expand their businesses in Hong Kong in order to establish, consolidate, and improve the relevant innovation and technology industry chain. He mentioned that the development of the Northern Metropolis Area (North Metropolis) and the He Tao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone (Cooperation Zone) are important measures for the SAR government to actively connect with the "14th Five-Year Plan". The Hong Kong SAR government is committed to developing an "International Innovation and Technology New City" in the North Metropolis to create a new development pattern of "South Finance, North Innovation and Technology", further promoting the coordinated development of the innovation and technology industries in Hong Kong with other cities in the Greater Bay Area. The He Tao Hong Kong Park and the New Tian Science and Technology City provide new innovation and technology land for strategic technology companies, offering a choice of high-quality innovation and technology land and establishing research and design centers, pilot transformation bases, and production facilities for related industries to form a vibrant innovation and technology industry chain, providing strong support for accelerating the development of new productive forces and achieving the new industrialization of Hong Kong. The Cooperation Zone is located on both sides of the Shenzhen River, at the intersection of the Northern Metropolis Area and the GuangShenzhen Kaifa Technology Innovation Corridor. The Hong Kong SAR government has been working closely with the Shenzhen municipal government to develop this area, practicing the concept of "One Country, Two Systems" under "One River, Two Banks" and "One Zone, Two Parks", leveraging the advantages of strong cooperation between Hong Kong and Shenzhen. Hong Kong and Shenzhen are striving to implement exclusive cross-border policy measures in the He Tao area to facilitate the convenient flow of personnel, goods, funds, data, and other resources within the zone, aiming to become an international advanced science and technology innovation pilot zone and open up an experimental field for institutional and policy innovation. As a natural extension of the He Tao area, the new innovation and technology land in New Tian can be combined with the complete industrial supply chain of mainland cities in the Greater Bay Area. The Innovation and Technology Bureau announced the "Conceptual Outline of the Development Plan of the New Tian Science and Technology City Innovation and Technology Industry" last November, setting clear strategies for the development of the New Tian Science and Technology City. Hong Kong will fully promote the development, propose phased development plans based on the land supply timetable, such as establishing a dedicated company to invite private developers to participate in development together. In addition, the Hong Kong SAR government conducted a market tender for the development land of about 10 hectares in Sha Ling in the fourth quarter of last year to provide advanced computing power facilities and promote the development of the data and artificial intelligence-related industries. The government is processing the tenders received according to the established mechanism and will announce the details as soon as possible. On the industrial development front, Hong Kong is strengthening "scene investment attraction" and lowered the application threshold for the "New Industrial Acceleration Program" last November; and launched the "Manufacturing and Production Line Upgrade Support Program" to provide funding for upgrading and transforming production lines for companies operating in Hong Kong. Hong Kong will also launch the "Innovation and Technology Industry Guidance Fund" in the 2026 to 2027 financial year, and actively implement the "Cooperation Agreement on Promoting New Productivity and Advancing New Industrialization" signed with the Ministry of Industry and Information Technology of China. The Hong Kong government started researching the long-term development of Hong Kong's new industrialization in December last year, discussing how to actively connect with the national "14th Five-Year Plan" proposals and integrate into the overall layout of the national new industrialization.
