Sources said that the talks ended in a generally constructive manner. The talks were divided into two stages: the first day (23rd) mainly involved preliminary discussions, and the next day (24th), with an expanded delegation framework, the parties decided to divide the negotiations into political and military groups for separate discussions.
At the political group level, the differences in positions between the two sides remain clear. Ukraine insists that territorial issues should be discussed based at least on the current contact line; meanwhile, Russia continues to advocate for Ukraine to withdraw its forces from the Donetsk region areas not under occupation.
It was reported that, in comparison, the military group discussions made some progress. The parties discussed issues such as the need for troops to disengage, mechanisms for monitoring ceasefires and halting conflict actions, and the establishment of ceasefire monitoring and coordination centers. They agreed to prepare relevant term definition documents before the next round of talks. The Russian delegation initially opposed the participation of NATO, the OSCE, and European countries supporting Ukraine in the monitoring mechanism, but eventually accepted a proposal involving the participation of the US, Ukraine, and Russia in the discussions.
Sources also stated that the current round of talks did not touch on the topic of energy ceasefire. The parties agreed to continue negotiations in approximately one week in the same grouping format.
