First, enhance the adaptability of detailed planning (1) Based on the objectives and key tasks of urban renewal determined by the overall land spatial planning and urban renewal special planning, and in conjunction with the needs of the "Fifteenth Five-Year Plan" urban renewal action, assess and optimize the detailed planning of the areas planned for urban renewal. The existing detailed planning can be optimized through technical revisions and adjustments in accordance with legal procedures and relevant requirements, and incorporated into the implementation supervision of the land spatial planning "one map." Simplified procedures for modifying detailed planning can be established in conjunction with improving public participation and supervision methods. (2) In conjunction with the development needs of new industries and new formats, formulate positive lists and control requirements for land mixed development and spatial combined utilization, and those approved by the detailed planning approval authority during the implementation of urban renewal projects shall be treated as compliant with the detailed planning. (3) Under the premise of ensuring public safety and public interests, not affecting the legitimate rights and interests of surrounding stakeholders, not changing the principal structure of buildings, not destroying historical features and landscape environments, and meeting land use requirements, micro-renewal projects such as improving community public services (municipal) facilities (including parking lots and charging facilities in residential areas) and enhancing the service functions of community public spaces (including the installation of elevators, barrier-free facilities, residential green spaces, fitness trails, etc.) can be formulated for planning licensing exemption lists. Fourth, encourage the overall operation of resource asset portfolio supply (7) Emphasize characteristic development, survey and utilize characteristic resources such as natural, landscape, and cultural heritage in renewal areas, and optimize functional structure and usage control based on land spatial planning, establish and improve mechanisms for the comprehensive operation and rational distribution of multi-category resource assets within specific land spatial areas, forming new driving forces and advantages for promoting urban renewal actions. Fifth, innovate real estate registration services (8) According to property adjustment agreements, pre-register real estate units as stipulated, handle pre-registration for original ownership, mortgage rights, and other rights subjects, ensuring the continuity of real estate rights in the implementation of renewal. (9) For self-renewal projects of old residential buildings, provide real estate registration services directly based on household first registration, etc. If property rights are collected through transfers, swaps, etc., different registration types can be flexibly used to provide services. (10) For land with buildings to be acquired and supplied together, based on the building ownership, boundary, area, usage, and other information specified in the compensated use contract or allocation decision, explore simplified application materials for providing registration services while ensuring the bottom line of safety. Six, properly handle historical legacy issues (11) In accordance with the principles of compliance with laws and regulations, respect for history, fairness and justice, and inclusiveness and prudence, and considering the continuity of land management policies, properly handle historical legacy issues based on their causes while taking into account the interests of faultless parties.
