On January 13th, the Ministry of Commerce issued an announcement, announcing the final review ruling on the anti-dumping measures applicable to imported solar-grade polysilicon from the United States and South Korea.
On January 13th, the Ministry of Commerce issued a notice announcing the final review decision on anti-dumping measures applied to imported CECEP Solar Energy-grade polysilicon originating from the United States and South Korea. In accordance with Article 50 of the Anti-dumping Regulations, the Ministry of Commerce recommended to the Tariff Commission of the State Council to continue implementing anti-dumping measures based on the investigation results. The Tariff Commission of the State Council made a decision according to the Ministry of Commerce's recommendation, and starting from January 14, 2026, anti-dumping duties will continue to be imposed on imported CECEP Solar Energy-grade polysilicon originating from the United States and South Korea for a period of 5 years. The anti-dumping tax is levied based on the customs-assessed import price, calculated as follows: anti-dumping tax amount = customs-assessed import price anti-dumping tax rate. Import value-added tax is calculated based on the customs-assessed import price plus tariffs and anti-dumping taxes. The announcement mentioned that the Ministry of Commerce issued Announcement No. 3 of 2026, announcing the final review decision on the anti-dumping measures applied to imported CECEP Solar Energy-grade polysilicon originating from the United States and South Korea. It provided a detailed history of anti-dumping tax rates imposed on imported CECEP Solar Energy-grade polysilicon from the United States and South Korea, as well as the Ministry of Commerce's decision to conduct a final review of the anti-dumping measures. The notice also specified the product name, detailed description, electrical parameters, main uses, and tariff classification of the investigated product. It also outlined the method for levying anti-dumping taxes on the imported CECEP Solar Energy-grade polysilicon from the United States and South Korea, as well as the administrative review and litigation procedures available for appealing the decision.
