As of the end of September 2025, China's total external debt (including domestic and foreign currency) balance was 16.8287 trillion yuan.
On December 31, the State Administration of Foreign Exchange announced the data on China's total external debt as of the end of September 2025. As of the end of September 2025, China's total external debt balance (including both domestic and foreign currencies) was 16,828.7 billion RMB. In terms of maturity structure, the balance of medium- and long-term external debt was 7,151.1 billion RMB (equivalent to 1,006.4 billion USD), accounting for 42%; the balance of short-term external debt was 9,677.6 billion RMB (equivalent to 1,362 billion USD), accounting for 58%. Among the short-term external debt balance, credit related to trade accounted for 36%.
According to the institution sector, the balance of general government external debt was 2,856.3 billion RMB (equivalent to 402 billion USD), accounting for 17%; central bank external debt was 745.4 billion RMB (equivalent to 104.9 billion USD), accounting for 4%; banking sector external debt was 69,198 billion RMB (equivalent to 9,739 billion USD), accounting for 41%; other sectors (including inter-company loans) external debt was 63,072 billion RMB (equivalent to 8,876 billion USD), accounting for 38%.
In terms of debt instruments, the balance of loans was 2,193.4 billion RMB (equivalent to 308.7 billion USD), accounting for 13%; trade credits and advances balance was 2,844.3 billion RMB (equivalent to 400.3 billion USD), accounting for 17%; currency and deposits balance was 3,352.6 billion RMB (equivalent to 471.9 billion USD), accounting for 20%; debt securities balance was 5,541.7 billion RMB (equivalent to 779.9 billion USD), accounting for 33%; Special Drawing Rights (SDR) allocation was 352.7 billion RMB (equivalent to 49.6 billion USD), accounting for 2%; inter-company loans debt balance was 1,679.9 billion RMB (equivalent to 236.4 billion USD), accounting for 10%; other debt liabilities balance was 864.1 billion RMB (equivalent to 121.6 billion USD), accounting for 5%.
In terms of currency structure, the balance of domestic currency external debt was 8,739.4 billion RMB (equivalent to 1,229.9 billion USD), accounting for 52%; foreign currency external debt balance (including SDR allocation) was 8,089.3 billion RMB (equivalent to 1,138.5 billion USD), accounting for 48%. Within the foreign currency registered external debt balance, USD debt accounted for 78%, Euro debt accounted for 9%, Yen debt accounted for 4%, Hong Kong dollar debt accounted for 5%, and the total for Special Drawing Rights and other foreign currency debt combined accounted for 4%.
China's key external debt indicators are within internationally recognized safe levels, and overall the country's external debt risk is manageable.
