On December 31, the Hong Kong Office of the Government Chief Information Officer (OGCIO) announced a partnership with Hong Kong Cyberport Management Company Limited to launch the "Digital Enterprise Identity" Sandbox Program. This program provides interested service providers (including public and private organizations as well as government departments) who support the "Digital Enterprise Identity" with a free simulated environment for concept validation tests and application development, supporting the design of application scenarios and solutions for different industries and markets. The aim is to promote the development of the "Digital Enterprise Identity" ecosystem to assist and accelerate the digital transformation of Hong Kong businesses, further optimizing the business environment in Hong Kong.
Digital Enterprise Identity Platform
To accelerate the digital economy in Hong Kong, OGCIO plans to launch the "Digital Enterprise Identity" platform by the end of 2026, for use by Hong Kong businesses and to gradually expand its services. The platform will provide a one-stop digital enterprise identity authentication and related services for Hong Kong companies registered or incorporated under the Companies Ordinance (Chapter 622) and Hong Kong enterprises registered under the Business Registration Ordinance (Chapter 310), facilitating electronic commerce activities between Hong Kong businesses and government and other public and private organizations.
Key features of the platform include digital enterprise identity authentication, digital signature, pre-filled forms, storage of electronic certificates, etc., allowing Hong Kong businesses to securely and conveniently authenticate their corporate identity and verify signatures when using electronic government services or conducting online transactions, eliminating the need to submit and verify copies of relevant documents and company seals. It also allows businesses to reuse provided data when using different electronic services, reducing processing time and avoiding human errors, thereby promoting business digital transformation.
Digital Enterprise Identity Sandbox Program
The Digital Enterprise Identity Sandbox Program provides participating service providers with appropriate technical support, reference documents, and simulated application interfaces, introducing suitable application scenarios for testing the functionalities of the "Digital Enterprise Identity."
Through this sandbox program, Hong Kong government departments and public and private organizations can understand the application interface specifications of the "Digital Enterprise Identity" and use these application interfaces for testing and program development, preparing for the future adoption of the "Digital Enterprise Identity."
OGCIO encourages the industry to actively participate in the sandbox program, explore the application potential of "Digital Enterprise Identity" together, promote the development of Hong Kong's digital economy, and improve business efficiency through digital transformation.
