The State Administration of Radio and Television has deployed a special campaign to regulate "AI deepfake" videos.

To rectify the chaos of the dissemination of "AI modified" videos, the State Administration of Radio, Film, and Television will carry out a special governance campaign nationwide for one month starting from January 1, 2026. With the rapid development of generative artificial intelligence technology, some online accounts abuse AI tools to subvert classic movies, animations, and other content, making disruptive modifications, devilish deconstructions, and vulgar adaptations. These contents seriously deviate from the spirit core of classic works, disrupt the order of online communication, promote infringement, harm the industry development, disturb the formation of correct cultural cognition and reality perception for minors. The special governance will focus on cleaning up videos based on adaptations of TV drama works such as the Four Great Classical Novels, historical themes, revolutionary themes, heroic figures, etc. that have been "AI modified". Specifically, it targets videos that: 1) seriously violate the original spirit core and character images, subvert basic understanding, and deconstruct common consensus; 2) render violent and bizarre content, promote wrong values, and violate public morality; 3) involve prominent issues of misappropriation and tampering with Chinese culture, leading to significant misaligned understanding of real historical time and space, and Chinese cultural identities, impacting cultural identity. The special governance will also simultaneously clear various evil cult animations created by adapting well-known and beloved animated characters by minors. The special governance requires online video platforms to implement their main responsibility, strengthen content review checks, resolutely clean up irregular content, deal with accounts that prominently present chaos, reverse the unhealthy trend of the spread of "AI modified" videos, and create a good online space for the healthy growth of young people. After the special governance, the Radio, Film, and Television Administration will carefully summarize, further research, and formulate comprehensive governance measures, improve working mechanisms, and maintain normalization and long-term governance.
