China’s People’s Liberation Army (PLA) has launched large-scale military exercises encircling Taiwan in what Beijing describes as a stern warning to “Taiwan independence” forces and external supporters. These drills, conducted under the codename Justice Mission 2025, involve joint operations across air, sea, and missile units and include live-fire training and simulated blockades of key areas around the self-governed island.

Over the past several days, the PLA Eastern Theatre Command mobilized coordinated forces, including army, naval, air, and rocket units, in designated exercise zones surrounding Taiwan, extending into the Taiwan Strait and areas to the north, east, south, and southeast of the island. These “all-domain deterrence” operations are designed to practice joint sea-air combat readiness, execute blockades of key ports, and project power around Taiwan’s maritime approaches. Live-fire exercises have been scheduled and PLA aircraft and naval assets have been warned of restricted zones, signalling Beijing’s intent to demonstrate its capacity to enforce control over contested waters and airspace. China’s military leadership has characterized the drills as legitimate and necessary for safeguarding sovereignty and territorial integrity.

The timing of these exercises is significant. They follow a record-breaking U.S. arms deal with Taiwan and statements from regional leaders, including in Japan, indicating potential defensive support if China were to take aggressive action. Beijing views foreign military sales and diplomatic engagement as encouragement for independence advocacy in Taipei, justifying its own force posture as deterrence. China has also imposed sanctions on U.S. defense firms involved in the arms sale. At home, state media and military spokespersons have amplified messaging that the drills serve as a direct warning to both domestic separatists and external forces backing Taiwan’s self-governance.

Taiwan’s response has been firm. Taipei’s Defence Ministry has condemned the exercises, phrasing them as violations of cross-strait stability and a threat to regional peace. Taiwan has placed its own armed forces on heightened alert, conducting readiness drills and monitoring PLA movements closely. The island’s leadership has emphasized the importance of strengthening its defence capabilities and collaboration with like-minded partners to ensure deterrence. Regional security analysts note that such drills not only test the PLA’s expanding operational capabilities but also convey a political message amid ongoing debates about Taiwan’s international support and strategic autonomy.

International reactions reflect mixed concern. While some governments urge restraint and dialogue, others emphasize the need to uphold the status quo in the Taiwan Strait and avoid unilateral changes. The drills are part of a pattern of increasing Chinese military assertiveness, which has included a series of encirclement exercises and simulated blockades in recent years. Observers warn that continued escalation without effective diplomatic communication channels could raise the risk of miscalculations or unintended confrontations in one of East Asia’s most volatile security environments.
