On December 23, the cross-departmental working group led by Chief Secretary for Administration of the Hong Kong Special Administrative Region Government, Matthew Cheung Kin-chung, announced the latest updates and arrangements for the New Year holiday. It is expected that there will be approximately 11.52 million people (including Hong Kong residents and visitors) entering and exiting Hong Kong through various sea, land, and air control points. After consultation with the Hong Kong Immigration Department and the Shenzhen Immigration Inspection Station and other mainland departments, it is estimated that about 9.65 million people will enter and exit Hong Kong through various land border control points.

After consultation with mainland departments such as the Hong Kong Immigration Department and the Shenzhen Immigration Inspection Station, it is estimated that around 9.65 million people will enter and exit Hong Kong through various land border control points.
The Hong Kong Immigration Department estimates that the Lo Wu Control Point, Lok Ma Chau Spur Line Control Point, and Shenzhen Bay Control Point will be very busy during the holiday period, with an average of approximately 225,000, 201,000, and 161,000 people entering and exiting daily, respectively.
In anticipation of the New Year's countdown activities, the Government of the Hong Kong Special Administrative Region and the Shenzhen Municipal Government have discussed extending the operating hours of border clearance services on New Year's Eve. The mainland border departments have submitted the necessary reports to the national border authorities for approval, and details will be announced soon. The Hong Kong-Zhuhai-Macau Bridge border checkpoint and the Lok Ma Chau/Huanggang border checkpoint will operate 24 hours on New Year's Eve as usual.
To manage the flow of passengers during the holiday period, the Hong Kong Immigration Department has reduced frontline staff leave to allow for flexible deployment of personnel, increased the number of inspection counters, temporary counters, and lanes to manage passenger and vehicular flow. Additionally, security personnel will be deployed to help maintain order for passenger clearance.
Furthermore, the Hong Kong Immigration Department, together with the Hong Kong Police Force, Hong Kong Customs, and the MTR Corporation Limited, will establish a joint command center at the Lo Wu Control Point to make relevant deployments and take appropriate measures, and maintain close communication with mainland departments such as the Shenzhen Immigration Inspection Station to closely monitor the flow of people and implement necessary diversion measures when needed to ensure smooth clearance of passengers.
Currently, the Hong Kong Immigration Department has installed approximately 700 e-channels at various control points. In order to further enhance the efficiency of clearance at control points and allow more Hong Kong residents to use the convenient e-channel service, the "touchless e-channel" service has been expanded to all control points. Eligible Hong Kong residents who have registered can generate an encrypted QR code via the "touchless e-channel" mobile app to enter the e-channel, and then use facial recognition technology to verify their identity for self-service immigration clearance procedures.
Moreover, the e-channel service has been expanded to holders of valid electronic ordinary passports issued by the People's Republic of China and individuals aged seven and above traveling between Hong Kong and another country or region. Eligible holders of the PRC ordinary passport can use the e-channel service upon arrival without prior registration, using facial recognition technology for self-service immigration clearance.
Additionally, control points have provided visiting travelers with a more convenient self-service departure service called "Easy Exit," which verifies the identity of visitors through facial recognition technology, allowing eligible visitors aged seven and above holding electronic travel documents to use the "Easy Exit" e-channel for self-service departure clearance without the need for prior registration. The age requirement for users of the e-channel service with electronic Exit-Entry Permit for Travelling to and from Hong Kong and Macau has been adjusted to seven years and above and a height of at least 1.1 meters, allowing them to use the e-channel service at various control points without prior registration for self-service immigration clearance using fingerprint recognition technology.
