Three departments: Improve the kindergarten fee policy, standardize charging items, and clarify the principles of setting charging standards.
For-profit private kindergartens are subject to market-regulated pricing. Kindergartens should reasonably determine the fees based on the cost of operation, market supply and demand, and report them to educational administrative departments at or above the county level. Local education, development and reform, and finance departments should strengthen supervision. When necessary, they can conduct cost investigations to guide reasonable fees and curb excessive charges.
On November 23, the National Development and Reform Commission and two other departments issued a notice on improving the fee policy for kindergartens. The notice mentioned that for for-profit private kindergartens, fees will be determined according to market-adjusted prices. Kindergartens will determine fees based on operating costs, market supply and demand, and other factors, and report to the education administration department at or above the county level. Local departments of education, development and reform, and finance are required to strengthen supervision, conduct cost investigations if necessary, guide reasonable fees, and curb excessive fees.
