Recently, the "Requirements for Real-name Registration and Activation of Civil Unmanned Aerial Vehicles" and the "Specifications for Identification of Civil Unmanned Aerial Vehicle System Operation" compiled by the Civil Aviation Administration of China were approved by the State Administration for Market Regulation (National Standards Commission) and officially published.
Recently, the "Requirements for Real-Name Registration and Activation of Civil Unmanned Aerial Vehicles" and the "Specification for System Operation Identification of Civil Unmanned Aerial Vehicles" compiled by the Civil Aviation Administration of China were approved and released by the State Administration for Market Regulation (National Standards Committee). These two mandatory national standards will be formally implemented from May 1, 2026, promoting the safer, healthier, and more orderly development of the industry. Specifically, the "Requirements for Real-Name Registration and Activation of Civil Unmanned Aerial Vehicles" apply to the real-name registration and activation management of drones engaged in flying or related activities within China. It specifies the relationship, process, and technical requirements, as well as testing methods, between the drone system, producer system, and real-name registration system in handling different statuses such as "registration" and "activation", and sets unified requirements for data exchange between the systems. The "Specification for System Operation Identification of Civil Unmanned Aerial Vehicles" stipulates that the drone system should actively report its identity, location, speed, status, and other operational identification information throughout the entire operation process. It details technical requirements from the aspects of operation identification transmission, communication link transmission and reception, providing unified technical standards for the design, production, manufacturing, testing, inspection, approval, and operation of drone systems, operation identification dedicated reception and processing systems, and operation identification information transmission equipment. According to a report from CICC, facing the huge maintenance and operation demands in the Chinese infrastructure market, drones are reshaping the new ecosystem of engineering maintenance services. From enabling automatic inspections in the power grid to solving the challenges of high-risk inspections in railways and highways, to supporting intelligent monitoring in energy pipelines and ensuring efficient operation of telecommunication base stations, drones are breaking the spatial constraints and efficiency bottlenecks of traditional infrastructure inspections, reducing labor costs and safety risks, and promoting the intelligent operation of infrastructure. It is recommended to focus on investment opportunities arising from the synergistic development of low-altitude economics and infrastructure construction strategies. It is reported that the low-altitude economy is a comprehensive economic form based on drones, electric vertical takeoff and landing aircraft (eVTOL), helicopters, and traditional fixed-wing aircraft, involving all economic activities in the low-altitude range, including manned and unmanned aerial vehicles. Currently, the low-altitude economy is one of the representative fields of new productive forces development. Data shows that 969 companies in China have completed registration and filing of civil UAV products on the product information system, with 3191 registered products, exceeding 4.78 million units. The world's first four-seat electric aircraft was awarded the CAAC Type Certificate. China's Civil Aviation Administration predicts that the scale of the low-altitude economic industry will continue to expand at a compound annual growth rate of more than 25%, reaching 1.5 trillion yuan by 2025 and surging to 3.5 trillion yuan by 2035. With the triple drive of policy dividends, technological innovation, and market demand, the low-altitude economy has formed a preliminary full industry chain layout, with regional development blooming in multiple points, steadily moving towards the goal of a trillion-dollar industry cluster. Especially in the second half of the year, policies related to the low-altitude economy have been intensively introduced. On December 15th, the Shenzhen Low-Altitude Economy Industry Association released two high-quality group standards - "Low-Altitude Communication Network Construction Specification" and "Definition and Data Interface Requirements for Civil Small and Medium-sized Unmanned Aerial Vehicles Four-dimensional Trajectory Data" - focusing on key areas of the low-altitude economy. These standards were drafted to establish unified, implementable basic rules in the fields of low-altitude communication networks and drone operation management. In November, the State Council issued the "Implementation Opinions on Accelerating Scenario Cultivation and Openly Promoting Large-scale Application of New Scenarios", which clearly listed the low-altitude economy as an important area for expanding the overall unmanned system and proposed to "steadily and orderly expand low-altitude economy application scenarios". The Ministry of Transport released 23 typical cases of low-altitude transportation application scenarios, covering areas such as logistics and distribution, production operations, and emergency rescue, promoting the industry from concept validation to scenario application. Southwest Securities pointed out that the national "15th Five-Year Plan" proposed to accelerate the development of aviation and aerospace, as well as the low-altitude economic industry. The national strategy focuses on the new track of the low-altitude economy, and various regions have successively introduced key policies for the development of the low-altitude economy, with central state-owned enterprises establishing low-altitude economic companies. In terms of application scenarios, low-altitude logistics and low-altitude tourism are leading the way. Leading eVTOL manufacturers are receiving orders and expanding overseas rapidly, indicating a clear trend towards industrial chain scale development. China Securities Co., Ltd. released a research report stating that China's low-altitude economic market has been growing steadily in recent years, with policies aiming to achieve a trillion-yuan market size by 2030. In particular, by 2027, China will focus on enhancing the supply capacity of general aviation equipment and industrial innovation. The development of the low-altitude economy is expected to drive the development cycle of upstream and downstream infrastructure, providing air traffic control environments (software and hardware), infrastructure, computing power, and other support for satellites, aircraft, and low-altitude aircraft operations. By 2025, several eVTOL companies have received orders from domestic and foreign markets, reflecting the vast market space of the low-altitude economy.
