In the first 11 months, China's overall telecommunications industry operated steadily. The volume of telecommunications services steadily increased.
According to the Ministry of Industry and Information Technology's micro-report, in the first 11 months, China's telecommunications industry as a whole operated steadily. The volume of telecommunications services continued to grow steadily, mobile internet access traffic maintained rapid growth, and the construction of network infrastructure such as 5G, gigabit optical networks, and the Internet of Things advanced. In the first 11 months, total telecommunications service revenue reached 1.6096 trillion yuan, an increase of 0.9% year-on-year. Calculated at constant prices from the previous year, total telecommunications service volume increased by 9.1% year-on-year.
As of the end of November, the total number of mobile phone users for the three basic telecommunications companies and China Broadcasting reached 1.828 billion households, an increase of 38.54 million households from the end of the previous year. Among them, the number of 5G mobile phone users reached 1.193 billion households, an increase of 179 million households from the end of the previous year, accounting for 65.3% of mobile phone users.
Economic performance of the communications industry in the first 11 months of 2025
In the first 11 months, the overall operation of the communications industry was stable. Telecommunications service volume continued to grow steadily, mobile internet access traffic maintained rapid growth, and the construction of network infrastructure such as 5G, gigabit optical networks, and the Internet of Things advanced.
I. Overall operation
Telecommunications service revenue continued to grow steadily, and overall telecommunications service volume slightly recovered. In the first 11 months, total telecommunications service revenue reached 1.6096 trillion yuan, an increase of 0.9% year-on-year. Calculated at constant prices from the previous year, total telecommunications service volume increased by 9.1% year-on-year.

II. Development of telecommunications users
The number of gigabit users continues to increase. As of the end of November, the total number of fixed internet broadband access users for the three basic telecommunications companies reached 697 million households, an increase of 27.12 million households from the end of the previous year. Among them, the number of fixed internet broadband access users with access rates of 100Mbps and above reached 664 million households, accounting for 95.2% of the total number of users; the number of fixed internet broadband access users with access rates of 1000Mbps and above reached 239 million households, an increase of 32.52 million households from the end of the previous year, accounting for 34.3% of the total number of users, an increase of 3.4 percentage points from the end of the previous year.
The scale of 5G users continues to expand. As of the end of November, the total number of mobile phone users for the three basic telecommunications companies and China Broadcasting reached 1.828 billion households, an increase of 38.54 million households from the end of the previous year. The growth of mobile IoT terminal users is fast, and internet television (IPTV, OTT) is steadily increasing. As of the end of November, the three basic telecommunications companies have developed 2.9 billion mobile IoT terminal users, an increase of 244 million users from the end of the previous year. The number of internet television (IPTV, OTT) users reached 415 million households, an increase of 7.494 million households from the end of the previous year.
III. Use of telecommunications services
Mobile internet traffic continues to grow rapidly, with the DOU value in November remaining high. In the first 11 months, cumulative mobile internet traffic reached 358.7 billion GB, an increase of 17% year-on-year. As of the end of November, the number of mobile internet users reached 1.609 billion households, an increase of 39.24 million households from the end of the previous year. The average monthly mobile internet access traffic (DOU) in November reached 22GB per household, an increase of 15.1% year-on-year, an increase of 2.3GB per household from the end of the previous year.
Telephone call volume continues to decline, and mobile messaging service revenue has slightly decreased. In the first 11 months, mobile phone call minutes completed totaled 1.9 trillion minutes, a decrease of 5.1% year-on-year; fixed phone call minutes totaled 62.75 billion minutes, a decrease of 12.9% year-on-year. In the first 11 months, national mobile messaging service volume increased by 17.2% year-on-year; mobile messaging service revenue decreased by 1.7% year-on-year.
IV. Communication capability
The construction of gigabit fiber-optic broadband networks continues to advance. As of the end of November, the total number of internet broadband access ports in the country reached 1.25 billion, an increase of 48.11 million from the end of the previous year. Among them, fiber-optic access (FTTH/O) ports reached 1.21 billion, an increase of 49.42 million from the end of the previous year, accounting for 96.8% of internet broadband access ports. As of the end of November, the number of 10G PON ports with gigabit network service capability reached 31.34 million, an increase of 3.133 million from the end of the previous year.
The proportion of 5G base stations continues to increase. As of the end of November, the total number of 5G base stations reached 4.83 million, an increase of 579,000 from the end of the previous year, accounting for 37.4% of the total number of mobile base stations, an increase of 0.4 percentage points from the previous 10 months.
V. Regional development
The penetration rates of gigabit and 5G users in various regions continue to increase. As of the end of November, the penetration rates of 1000Mbps and above fixed broadband access users in the eastern, central, western, and northeastern regions were 34.6%, 33.8%, 35.8%, and 28.5% respectively, an increase of 3.4%, 2.6%, 4.1%, and 4.9 percentage points from the end of the previous year; the penetration rates of 5G mobile phone users were 64.9%, 65.9%, 65.1%, and 65.9%, an increase of 8.2%, 8.7%, 8.8%, and 9.6 percentage points from the end of the previous year.
The growth rates of mobile internet access traffic in various regions remain in double digits. In the first 11 months, mobile internet access traffic in the eastern, central, western, and northeastern regions reached 150.5 billion GB, 84.62 billion GB, 102.1 billion GB, and 21.53 billion GB respectively, with year-on-year growth rates of 17.6%, 16%, 15.3%, and 25.1% respectively.
