Recently, the Ministry of Industry and Information Technology issued a notice on organizing commercial trials of satellite Internet of Things (IoT) services. The notice mentions that enterprises applying to conduct commercial trials of satellite IoT services should establish satellite IoT systems, as well as Business Support Systems (BSS), Operational Support Systems (OSS), and Management Support Systems (MSS), and lawfully and in accordance with regulations carry out satellite IoT services nationwide. By conducting commercial trials of satellite IoT services, the aim is to enrich the supply of the satellite communication market, stimulate market vitality, enhance industry service capabilities, establish a secure supervision system, form replicable and scalable experiences and models, and support the safe and healthy development of emerging industries such as commercial aerospace and low-altitude economy.

Notice from the Ministry of Industry and Information Technology on Organizing Commercial Trials of Satellite Internet of Things Services

Provincial, Autonomous Region, and Municipal Telecommunications Management Bureaus, relevant enterprises:
Developing satellite Internet of Things is an important measure to implement the decisions and deployments of the Party Central Committee and the State Council, and it has important significance for further comprehensively deepening reforms and developing new productive forces. According to the relevant requirements of the "Guiding Opinions of the Ministry of Industry and Information Technology on Optimizing Business Access to Promote the Development of Satellite Communication Industry," commercial trials of satellite Internet of Things services are now being organized. The relevant matters are notified as follows.
I. Trial Content
(1) Business Type
Satellite IoT services refer to a type of low-speed data service that utilizes satellite communication technology to provide broad-area IoT connectivity for various devices such as data collection terminals, wearable devices, handheld terminals, as well as vehicles such as cars, ships, and aircraft.
(2) Applicant
Enterprises applying to conduct commercial trials of satellite IoT services should establish satellite IoT systems, as well as Business Support Systems (BSS), Operational Support Systems (OSS), and Management Support Systems (MSS), and lawfully and in accordance with regulations carry out satellite IoT services nationwide.
(3) Service Objects
The service objects of the commercial trial of satellite IoT services are enterprises and institutions that utilize satellite IoT applications, mainly including industrial, transportation, energy, agriculture, emergency, and other industries that utilize satellite IoT for data collection and transmission.
(4) Trial Goals
By conducting commercial trials of satellite IoT services, the aim is to enrich the supply of the satellite communication market, stimulate market vitality, enhance industry service capabilities, establish a secure supervision system, form replicable and scalable experiences and models, and support the safe and healthy development of emerging industries such as commercial aerospace and low-altitude economy.
II. Trial Application Approval
(1) Application Conditions
According to the relevant provisions of the "Telecommunications Regulations of the People's Republic of China," the "Radio Regulations of the People's Republic of China," and the "Measures for the Administration of Telecommunications Business Operating Licenses," enterprises applying to conduct commercial trials of satellite IoT services should meet the following conditions:
1. Established as a legal company;
2. Have sufficient funds and professional personnel suitable for carrying out business activities;
3. Have necessary venues, facilities, and the satellite IoT constellation should comply with the relevant provisions of the "Regulations on the Approval and Filing Management of Enterprise Investment Projects";
4. Have the reputation or capability to provide long-term services to users;
5. Apply to the radio management authority for the issuance of space radio business frequency station licenses in accordance with the law;
6. Have a scientifically sound commercial trial plan that meets the requirements of network operation security guarantee, service quality, numbering resource management, network and data security, important communication, real-name system, prevention and control of telecommunications network fraud, radio management, and other security technology requirements;
7. Other conditions stipulated by the state.
(2) Approval Procedure
Enterprises applying to conduct commercial trials of satellite IoT services should submit application materials and relevant supporting documents to the local telecommunications management bureau. After completing the preliminary review, the local telecommunications management bureau will submit the materials to the Ministry of Industry and Information Technology (Department of Information and Communication Management). The Ministry of Industry and Information Technology will review the application materials in accordance with relevant laws and regulations, organize expert evaluation and demonstration, and approve enterprises that meet the conditions to conduct commercial trials.
III. Business Operation Requirements
Enterprises that have obtained approval for commercial trials should diligently fulfill the following requirements:
1. Carry out the system construction and business activation of satellite IoT services, comply with the requirements of network operation security, service quality, numbering resource management, etc., and ensure smooth network communication;
2. Reserve satellite communication resources as required by the Ministry of Industry and Information Technology, and ensure emergency communication support;
3. Activate satellite IoT services after signing contracts with users, fully guaranteeing the legal rights and interests of users such as the right to be informed and the right to choose;
4. Comply with the regulations on direct connection of terminal equipment to satellite services, and lawfully access and use telecommunication equipment that has obtained network access permits;
5. Submit relevant business data as required by the Ministry of Industry and Information Technology, access the industrial internet identification resolution system, support the Internet Protocol Version 6 (IPv6), and support the full-lifecycle management of satellite IoT services;
6. Implement network security and data security management, important communication, real-name system management, prevention and control of telecommunications network fraud, and other security management requirements, and strengthen business and security management;
7. Comply with radio management requirements, regulate the use of radio frequencies, effectively utilize radio spectrum resources, and avoid harmful interference to other lawfully used radio frequencies;
8. Conduct a comprehensive review of satellite IoT service application scenarios, refine specific management measures, and timely report information on service objects, service application scenarios, and business operations to the Ministry of Industry and Information Technology.
9. Establish a complete user service management system and technical management means. If it is found that users are engaging in illegal or irregular activities using satellite communication resources, communication services should be suspended promptly and reported to the telecommunications regulatory authorities.
IV. Service Object Management
Enterprises and institutions that use satellite IoT applications should strengthen the management of usage scenarios and implement the following requirements:
1. According to the requirements of the "One Device, One Code, One Number" management of IoT devices (referring to IoT terminals, industrial internet identification codes, IoT numbering), establish a management system for the use of IoT devices;
2. Do not produce, copy, publish, or disseminate information prohibited by laws and regulations;
3. Do not engage in telecommunications business without authorization, and do not sublease or resale satellite IoT services without authorization;
4. Do not engage in other activities prohibited by laws and administrative regulations.
V. Trial Exit Mechanism
Enterprises that have obtained approval for commercial trials may have their qualifications revoked by the Ministry of Industry and Information Technology in accordance with the law for failure to provide services on time or serious violations of laws and regulations. Enterprises exiting the commercial trial should uphold the legal rights and interests of users in accordance with relevant laws and regulations, and properly handle follow-up work such as user migration and network disconnection.
VI. Organizational Management and Support
The Ministry of Industry and Information Technology is responsible for the organization, supervision, management, and summary evaluation of commercial trials of satellite IoT services. Local telecommunications management bureaus, as local telecommunications regulatory authorities, are responsible for submitting applications, service management, work guidance, supervision, inspection, and checks for local enterprises conducting commercial trials of satellite IoT services, and establishing and improving management and support mechanisms. During the application submission and random inspections, on-site inspections of business situations, financial situations, venue facilities, personnel situations, etc., will be conducted.
VII. Summary of Commercial Trials
The commercial trial period is two years. Enterprises that have obtained approval for commercial trials should regularly summarize the trial situation and issues each year and report to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology will evaluate the trial situation, timely summarize advanced experiences, models, typical cases of commercial trials, and promote them.
The commercial trial work will be initiated from the date of issuance of this notice. Based on the progress of the commercial trials, the Ministry of Industry and Information Technology will timely improve relevant policies and study the formal implementation of satellite IoT services.
