The "Regulatory Sandbox X" for low-altitude economy was launched today. In her speech, the Secretary for Transport and Logistics of Hong Kong, Chen Meibao, stated that out of the first batch of 38 regulatory sandbox pilot projects, 29 projects have been promoted and implemented, including projects such as logistics distribution on outlying islands, the use of tunnels for surveillance and inspection by MTR Corporation, and exterior wall cleaning. She further pointed out that the Regulatory Sandbox X, to be promoted starting early next year, will include projects such as cross-border or manned logistics distribution and certification of drone equipment products. She also hopes to complete the drafting of the "Development Plan for Low-Altitude Economy" by the end of next year.
Lei Shaobin, Chief Digital Officer of the Productivity Council, pointed out that as a technical partner for the government's development of the low-altitude economy working group regulatory sandbox, they have successfully provided a safe operation and flexible testing environment for over 15 drone application pilot projects. The technology required for the application of Regulatory Sandbox X is complex, and the government will continue to promote innovative solutions for practical implementation in the actual environment.
Among the 38 pilot projects, Chen Jiahui, CEO of 5th Generation New Media Limited, which promotes smart aerial tourism, expressed interest in participating in the next phase of the Regulatory Sandbox X trials. However, he mentioned the need for coordination with the Civil Aviation Department and insurance companies regarding insurance coverage for the future. He also stated that it is not reasonable for a single company to participate in the next phase of complex trials, so he is looking for more partners, including opportunities for collaboration with companies focusing on large manned aircraft or air traffic control systems.
